1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the online version of Development Business on April 29, 2008 and will also appear in hardcopy of Development Business, issue no. 727 of May 31, 2008.

2. The Republic of Belarus has received a loan from the International Bank for Reconstruction and Development toward the cost of Social Infrastructure Retrofitting Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for Reconstruction of Boiler houses in Brest oblast (SIRP\ICB\08\01-01) and Reconstruction of Boiler houses in Minsk oblast (SIRP\ICB\08\01-02).

3. The RUE “Belinvestenergosberezhenie” now invites sealed bids from eligible and qualified bidders for Reconstruction of Boiler houses at Social Sector Facilities in Brest and Minsk oblasts.

The assignment includes:
Lot #1
1. Reconstruction of Boiler House of Psycho-neurological Hospital. Conversion to Local Fuels(0.44 MW total heat load);
2. Reconstruction of State Vocational Lyceum of Agricultural Production. Boiler House N2. Conversion to Local Fuels (0.520 MW total heat load).
Lot #2
1. Reconstruction of boiler-house in “Nadezhda-XXI vek Children’s Rehabilitation and Recreation Centre”. Conversion to Local Fuels (1.0 MW total heat load).

The construction period is until December 30, 2008.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the guidelines.

Bidders may bid for one or more lots under this invitation. Each lot shall be evaluated and contract awarded separately to the firms offering the lowest evaluated total price for each lot.

and inspect the Bidding Documents at the address given below from 9.00 AM to 5.00 PM.

6. A complete set of Bidding Documents in English or Russian may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee 110 US Dollars or equivalent in Belarusian Rubles at exchange rate fixed by the National Bank of the Republic of Belarus on the date of payment for each set.

7. Bids must be delivered to the address below at or before 12:00 local time, June 13, 2008. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the address below at 12:00 local time, June 13, 2008. All bids must be accompanied by Bid- Securing Declaration.
