Procurement of Motor Vehicles and Motor Cycles

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in the dgmarket, Issue of 21st April, 2008(No. 85322000)
2. The Government of Kenya has received a credit from the International Development Association toward the cost of Western Kenya Community Driven Development and Flood Mitigation Project and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Motor Vehicles & Motor Cycles.
3. The Ministry of State for Special Programmes through the Western Kenya Community Driven Development and Flood Mitigation Project Coordination Unit now invites sealed bids from eligible and qualified bidders for Procurement of Motor Vehicles & Motor Cycles as follows:

Bidders will have the option to bid for one or more lots. Bids will be evaluated and contracts awarded on a lot – by – lot basis. Bids not quoting for all items in a lot will be considered non-responsive and rejected.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from the Western Kenya Community Driven Development and Flood Mitigation Project Coordination Unit and inspect the Bidding Documents at the address given below from 9.00am to 5.00pm, on working days.
6. Qualifications requirements include: A bidder shall furnish documentary evidence that the bidder has achieved a minimum annual average turnover of Kshs. 180Million and Kshs.16Million for Lots 1and 2 respectively for the last three years. . Similarly a bidder must demonstrate that the bidder has done a minimum of three similar contracts whose values are at least Kshs. 60Million and Kshs. 5Million in respect of Lots 1 and 2 respectively.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee Kshs. 3000 or equivalent in a freely convertible currency. The method of payment will be by cash payable to the cash office at Comcraft House, 7th Floor during working hours or by cheque payable to the undersigned. The Bidding Documents will be collected from the address below during working hours.
8. Bids must be delivered to the address below at or before 10.00am, 17th June, 2008 and must remain valid for 90days after Bid opening. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidder’s representatives who choose to attend in person at the address below, at 10:00 am, 17th June, 2008.
All bids must be accompanied by a Bid Security as follows:
LOT 1: Motor Vehicles – Kshs. 1,200,000.00 or an equivalent amount in a freely convertible currency
LOT 2: Motor Cycles – Kshs. 105,000.00 or an equivalent in a freely convertible currency
