Invitation to Apply for Eligibility and to Bid

PHASE II DEVELOPMENT OF USAFIP-NL MILITARY SHRINE

1. The Military Shrines Service, PVAO through the transferred fund from DND, intends to apply the sums of FOUR MILLION PESOS (P 4,000,000.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the PHASE II DEVELOPMENT OF USAFIP-NL MILITARY SHRINE. Bids received in excess of the ABC shall be automatically rejected at Bid opening.

2. The Military Shrines Service, PVAO now invites sealed Bids from eligible Bidders for the PHASE II DEVELOPMENT OF USAFIP-NL MILITARY SHRINE with an estimated budget as stated above. The description of an eligible Bidder is contained in Section II of the Bidding Documents, ITB.

3. Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criteria as specified in the Implementing Rules and Regulations Part A (IRR-A) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act. Only Bids from Bidders who pass the eligibility check will be opened. The process for the eligibility check is described in Section II of the Bidding Documents, ITB.

4. Interested Bidders may obtain further information from the PVAO BAC Secretariat and inspect the Bidding Documents at the address given below from 8 o'clock in the morning to 5 o'clock in the afternoon, Monday thru Friday.

5. A complete set of Bidding Documents may be purchased starting May 2, 2008 by interested Bidders from the address below and upon payment of a non-refundable fee of Six Thousand Pesos (P 6,000.00). The method of payment will be thru cash basis omly. The Bidding Documents shall be received personally by the prospective Bidder or his authorized representative.

6. An on-site inspection at the expense of the Military Shrines Service is scheduled on May 13, 2008. All interested bidders should attend the on-site inspection unless the bidder decides to conduct their own on-site inspection at their own expense.

7. A Pre-bid conference shall be held on May 16, 2008 at the PVAO Conference Room, Veterans Compound, Camp General Emilio Aguinaldo, Quezon City starting at 10:00 A.M.

8. Bids and eligibility requirements must be delivered to the PVAO BAC Secretariat, PVAO Conference Room, Veterans Compound, Camp General Emilio Aguinaldo, Quezon City on or before 10:00 AM 29 May 2008. All Bids must be accompanied by a Bid security in the form of as indicated in the Bid Data Sheet (BDS) or an equivalent amount in a freely convertible currency. Late Bids shall not be accepted.

9. Bid opening shall be on 29 March 2008, 10:00 AM, at the PVAO Conference Room, Veterans Compound, Camp General Emilio Aguinaldo, Quezon City. Bids will be opened in the presence of the Bidders' representatives who choose to attend.

10. Bids shall be prepared in three (3) copies, one (1) original and two (2) copies. It shall be prepared using the appropriate Bid forms provided in Section VIII attached to the Invitation to Bid (ITB) furnished in strict compliance to the requirements of RA 9184. All entries shall be preferably filled-up with the appropriate information. Any erasure, correction or changes shall be initialed by the bidder or his authorized representative. All pages must be signed on the space provided for. Any unsigned page of the bidder's tender shall be a ground for disqualification.

11. The Military Shrines Service, PVAO reserves the right to accept or reject any Bid, and to annul the bidding process and reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
