Procurement of Printing Equipment

Invitation for Bids

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 681 of June 8, 2006.

2. The Republic of Azerbaijan has received a credit from the International Development Association toward the cost of the Education Sector Development Project, and it intends to apply part of the proceeds of this credit to payments under the Contract No. 3769AZ-G-ICB-206 for Procurement of Printing Equipment.

3. The Ministry of Education of the Republic of Azerbaijan now invites sealed bids from eligible bidders for the supply of printing equipment to Student Assessment Unit of the Ministry of Education in the Republic of Azerbaijan. The equipment includes high speed color printing machines as well as collating and booklet making units. Bidders are required to bid for all items. Only complete bids offering supply and delivery of all items to the destination indicated in Section VI: Schedule of Requirements will be evaluated.

4. Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, January 1995 (revised January and August 1996, September 1997 and January 1999), and is open to all bidders from eligible source countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from the Project Coordination Unit and inspect the bidding documents at the address given below on working days from Monday through Friday from 14.00 hours to 16.00 hours.

6. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of AZN 90 or USD 100. The method of payment will be in the form of advance deposit to the following bank account:

7. Bids must be delivered to the address specified below not later than June 20, 2008 at 15.00 Baku time. Bids will be opened in the presence of the bidders’ representatives who choose to attend the Bid Opening ceremony at the bid submission address on June 20, 2008 at 15.05 Baku time. Late bids will be rejected. Bids shall be valid for a period of 120 days from the Bid Opening and must be accompanied by a bid security of AZN 5000.
