Technical assistance to ADDY
for project related services related to power supply conversion and signaling upgrading along Baku-Boyuk-Kesik corridor and for the purchase of locomotives

Request for Expressions of Interest

This request for expressions of interest follows the General Procurement Notice for this project that appeared in dgMarket and UNDB online dated 20 December, 2007.

The Government of the Republic of Azerbaijan has applied for financing from the International Bank for Reconstruction and Development towards the cost of the Azerbaijan Rail Trade and Transport Facilitation Project, and intends to apply part of the proceeds for consultant services. Component 1 of this project includes the rehabilitation of East-West Main Line, including track, signaling and power supply rehabilitation along the east-west corridor. It would finance the conversion of the power supply on the East-West corridor to 27.5 kV, including new power stations, catenary and the related upgrade in signaling equipment. Component 2 for new mainline locomotives would finance 50 new mainline electric locomotives to operate on the east-west corridor.

The main objective of the assignment is to provide necessary technical assistance to ADDY and PIU staff: (i) to prepare the full bidding documents, in accordance with World Bank procurement guidelines, for a design, supply and install assignment to convert the power supply from 3.3 kV DC to 27.5 kV AC and signaling upgrading for the railway Baku-Boyuk-Kesik corridor (about 500 km), evaluate bids and monitor and report on progress; (ii) to evaluate bids and monitor and report on progress regarding the purchase of locomotives; (iii) to ensure proper scheduling of both of these assignments in relations to ongoing operations to optimize the introduction of new power supply and locomotives without undue disruption in ongoing operations. World Bank procurement guidelines (2004) and documents will apply for all procurement items and the consultants will be in close contact with the World Bank through the PIU in preparing its outputs.

Consultants undertaking this assignment should propose a team of specialists with the appropriate skills and experience given below:

1) Good understanding about railways structure and standards in the former Soviet Union countries and other regions;

2) Good understanding about track, locomotives, electrification and signaling and related to these infrastructure used in the post-soviet countries and other regions;

3) Good understanding about international standards and technologies applied in CIS countries and other regions;

4) Good understanding about harmonization of international standards and post-soviet standards and their replacement;

5) Relevant experience in procurement of railways goods/equipment ;

6) Practical experience in World Bank procurement preferably for supply and install packages.

7) Ability to field staff/consultants with high technical and professional skills and experience and with the appropriate language skills: good working knowledge of English required; spoken Azerbaijani and/or Russian language an advantage);

For short-listed firms, the project proposal will be expected to include: (i) a project manager responsible for the overall assignment with a minimum of 10 years of experience in managing large complex projects with detailed skills either on conversion to 25 kV or preparation of complex World Bank procurement packages; (ii) procurement specialists with experience in contracts of similar kinds (one must have a solid track record in procurement under World Bank guidelines, preferably using supply and install bidding procedures); (iii) a railway electrification specialist with practical experience in converting a system from 3.3 kV to 27.5 kV; (iv) a railway signaling specialist with practical experience in adjusting signaling from a 3.3 kV system to a 27.5 kV system; (v) locomotive specialists with established expertise in electric locomotive acquisition under open competition and strong practical experience in the field of railway locomotive fleet management (deployment/utilization/operation/ maintenance).

The duration of the assignment is 40 months.

The Project Implementation Unit (PIU), established at the Azerbaijan State Railways now invites eligible consultant firms to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004).

The selection method to be used is Quality- and Cost-Based Selection (QCBS).
