SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Energy and energy management services scheme at Princess Royal Hospital,
Telford.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Services.

II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): Princess Royal
Hospital, Telford (Princess Royal) is a 360-bed district general hospital
that is undergoing a partial infrastructure upgrade. The contracting
authority is seeking an experienced service partner who can re-provide
energy facilities and provide services (generated electricity, heating and
chilling) for the Princess Royal. The contract, which is anticipated to be
on the basis of a design, finance, build and operate arrangement, is
expected to be let for 15 years. The selected supplier will be expected to
take over relevant areas under a lease or licence agreement (any licence
may form part of the project agreement) for the term of the contract. The
selected supplier will be expected to: - install new reciprocating engine
combined heat and power (CHP) plant and equipment of circa 800 kW capacity
(Element A); - if necessary (depending on the size of the CHP), install a
new exhaust heat recovery steam boiler (Element B); - LTHW distribution
system to local and remote calorifier stations (Element C)(alternative and
preferred option to steam boiler (Element B)); - operate, maintain and
manage the performance of the CHP and related plant and equipment for up
to 15 years (Element D); and - install a new absorption chiller in the
boilerhouse complex with CHW distribution to an existing buffer vessel in
the main hospital building (Element E). The contracting authority wishes
to procure the design, build, financing, operation and maintenance of
Elements A, B/C and (if relevant) D, plus the design and build of the
contracting authority's funded elements (Elements B/C and E). The services
to be provided by the selected supplier at the facilities will also
include but not be limited to some or all of the following: - the
replacement or relining of the chimney/ies; - other related services where
these are included in the specification. Payment will be on the basis of a
capital sum from the contracting authority for Elements B/C and E which
may cover all or part of its costs. Payment for Elements A and D will be
via a monthly payment for useful heat and electricity produced by KWh by
the plant and equipment. The selected supplier will also be responsible
for all approvals to connect the CHP and related plant and equipment to
the contracting authority's electrical network, as well as all
administration for CHPQA and related CCL relief claims. If appropriate,
the selected supplier will be expected to work with the contracting
authority in maximising any available funding, notably under the Energy
and Sustainability Fund (ESF) made available by the Department of Health,
which has been awarded to part-fund the scheme. The contracting authority
intends to use ESF fund draw down for part of the Project and may elect to
use ESF funding to pay for certain key items of plant and equipment, for
example, Elements B/C and E as a way of using this funding. This will not
apply to the CHP plant, which is expected to be supplier-financed for
Enhanced Capital Allowances and risk transfer benefits. Use of the ESF
fund will be limited by the expenditure deadline of 31 March 2009. The
project must be off the balance sheet of the contracting authority, where
not funded by NHS or NHS ESF funds. Candidates will be expected to make
the case for this under the current relevant accounting reporting
standards. Furthermore, the contracting authority requires the contract to
be a service contract, optimised to ensure maximum VAT recovery. The
selected supplier is expected to apply for Enhanced Capital Allowances and
apply the savings to reducing project costs. The contract (and the
associated charging and risk transfer structure) will be sent to
short-listed candidates with the invitation to tender. Candidates will be
requested to bid on the basis of that contract documentation. The
contracting authority is keen to ensure that candidates have the proven
project management and technical track record and skill to deliver a
project of this complexity. The selected supplier will be expected to
demonstrate extensive experience of designing, financing, installing,
operating and maintaining CHP and similar plant and equipment for the
on-site generation of electricity, and production of steam, heat and
chilled water in hospitals or similar health projects under this type of
contract arrangement. To this end, the contracting authority may accept a
consortium proposal if required in order to get the correct skill and
experience mix.

Description of these options: Various options regarding the mix of
facilities to meet the energy needs of the contracting authority and to
maximise savings should be considered. Options must, however, comply with
the scope of facilities required. A compliant bid will cover each of
Elements A to E (inclusive). Candidates may, in addition to a compliant
bid, propose a variant bid in respect of Elements A, B, C and D only.
Innovation of financing and environmental solutions, and in other relevant
areas, is welcomed. In particular, the selected supplier is to scope and
design the solution to take into account financing and environmental
innovations.
II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 180 (from the award of the contract).

reserves the right to demand any deposits, parent company guarantees,
bonds, insurance cover or other forms of appropriate security which, in
its absolute discretion, it deems appropriate.

provided through the tender process. The contracting authority will seek
to ensure the implementation of such terms as deliver the optimum
appropriate transfer of risk to the selected supplier is established.

whom the contract is to be awarded: The contracting authority reserves the
right to require groupings of entities to take a particular form, or to
require one party to take primary legal liability for the services or to
require that each party assumes joint and several liability for
performance. The contract may not be sold on or transferred without the
contracting authority's prior agreement.
