The Contractor will provide a LAND EXCHANGE COORDINATOR who would:
Participate with the Forest Lands Staff Officer and Ranger Districts to define the estates of proponent initiated land exchange proposals. Determine working guidelines to include any 3rd party relationships and contact protocol.
Research and prepare a Forest Plan Compliance Review/Public Benefits Summary (Feasibility Analysis). Obtain any necessary information from proponent. Coordinate with Forest specialists to develop initial information necessary to support a decision on further exchange action.
Prepare or request necessary reports and proponent agreements to support exchange action.
Communicate directly with other agencies and proponent for needed information or other action.
Develop cost analysis for completion of implementation actions, after determining FS/Proponent responsibilities for those actions.
Communicate directly with FS Regional Office Lands Staff on technical questions/issues and elements requiring oversight review.
Prepare letters for Forest Supervisor communication to Proponent, Regional Forester, or other affected publics.
Notify appropriate government entities and publics of proposed actions.
Initiate NEPA process. Prepare appropriate documents and assure necessary process steps and information are completed and disclosed.
Assure all necessary contacts and approvals by other Government entities are complete and in place.
