This is a sources sought synopsis for acquisition planning purposes. No formal solicitation for this work exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements will be reviewed to determine the technical capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside or an alternative procurement strategy is warranted.
The Bureau of Reclamation, Upper Colorado Region, has a requirements to abandon an existing 1,950 foot deep, maximum 8-5/8 (first 80-feet) to 6-1/8 inch diameter stock watering well to support the filling of the reservoir in the Fall of 2008. The well is located in the future Lake Nighthorse reservoir basin in La Plata County near Durango, Colorado.
Reclamation is seeking responsible sources having capabilities of performing this work. Principal components of the work include but are not limited to: (1) determination of an appropriate abandonment process, (2) plugging and sealing the 6-1/8 and 5-5/8-inch diameter cased and uncased well per the State of Colorado, Office of the State Engineer, State Board of Examiners of Water Well Construction and Pump Installation Contractors, Water Well Construction Rules, 2 CCR 402-2, Rule 16, Standards for Plugging, Sealing and Abandoning Wells and Boreholes, and (3) submittal of appropriate reports, drawings, and documentation.
It is anticipated that the proposed contract will be a firm fixed price type contract. The estimated magnitude of this construction is between 25,000 and 100,000. This acquisition when announced, will be conducted under North American Industry Classification System (NAICS) Code 213112 Support Activities for Oil and Gas Operations, small business size standard is 6.5M.
Capability statements are to be submitted not later than May 16, 2008. The capabilities package submitted by a vendor should demonstrate the firms' ability, capability, and responsibility to perform the principal components of the work listed above. Pagages should include the following information: Business name, address, business size and type (i.e. 8(a), HUBZone, Service Disabled Veteran, Small Business, Large Business, etc), (2) Demonstration of the firm's experience shown by providing a list of actual deep well abandonment jobs from exceeding 1,000 feet or deeper, within the past five years. Include in the list only well abandonment projects for which your firm was entirely responsible. Additionally, for each project listed, provide the following: a brief description of the work performed, project title, dollar value of the job, the project location, and the customer's contact name and phone number.
Capabilities statements shall not exceed three pages in length. When it is determined that a formal solicitation will be issued, a combined solicitation/synopsis will be posted on the Federal Business Opportunities web site at www.fbo.gov.
