Request for Expressions of Interest
This Request for Expressions of Interest follows the General Procurement
Notice for this project that appeared in Procurement Opportunities on the
EBRD web-site dated 25.3.2008, under Project ID 38647.
The Kazakhstan Electricity Grid Operating Company (KEGOC) intends to
receive a loan from the European Bank for Reconstruction and Development
towards the cost of the Project, aimed at rehabilitation of 55 substations
and plans to use a portion of this loan to eligible payments under this
contract for the following services: preparation of tender documentation
for supply and installation of plant and equipment, including preparation
of technical specifications for high-voltage and power equipment, as well
as for relay protection equipment, contract supervision and monitoring
including supervision of design part of the works and construction and
erection works, quality assurance, participation in test performance and
reporting.
Interested firms are hereby invited to submit Expressions of Interest.
Firms may associate to enhance their qualifications. A short list of
qualified firms will be formally invited to submit proposals. In order to
determine the capability and experience of consulting firms seeking to be
short-listed, the information submitted shall include the following:
- Consultant's capability and experience in similar consultant's
assignments and/or similar projects (rehabilitation of substations) within
the last 10 years, including in the Central Asia region, the CIS and
countries of Central-Eastern Europe. The number of performed contracts
shall be minimum 3, at least 1 of them shall be performed in similar to
country of assignment climatic conditions. In assessing the technical
competence of consultants the number of projects on which the Consultants
have been engaged in important, as well as the level of responsibility
commensurate with the requirements of the assignment.
- Company/consortium profile. The Consultant shall provide with brief
description of past history, current organization and management,
continuity in ownership. The Consultant must have a turnover which is in
excess of USD 2 million in each of the last 4 years (audited financial
statements are required).
- CVs of staff available for the assignment. The Consultant should propose
a mix of experienced professional engineering staff, procurement and
financial experts with not less than 10 years of relevant experience.
The above information must not exceed 50 pages including CVs of key
personnel. Copy of company financial statements shall be attached. One
original and 3 copies of the above information in English language,
preferably with Russian translation for the Client's convenience, should
be submitted to the address below clearly marked "Expression of Interest
for Procurement and Project Management".
The assignment is expected to start in October, 2008 and will last till
the end of 2012.
A consulting firm will be selected in accordance with the procedures set
out in the European Bank for Reconstruction and Development Guidelines:
Procurement Policies and Rules (current version, August 2000).
Interested firms may obtain further information at the address below from
10:00 to 18:00 hours, local time.
Expressions of Interest must be delivered to the address below not later
than on 30.5.2008 (15:00), local time.
