Contract specifications
6. Contract description: The aim of this invitation to tender is to enter
into 3 separate contracts for the supply of equipment and other resources
for provincial blood centres in Benguela, Bié, Huambo, Huíla and Luanda
provinces, Republic of Angola.
7. Number and titles of the lots: This invitation to tender comprises 3
lots:
lot 1: equipment and other technological resources, in accordance with the
specifications in the technical annex;
lot 2: analysers to screen for transmissible diseases and accessories, in
accordance with the specifications in the technical annex;
lot 3: information technology, generators and air-conditioning equipment,
in accordance with the specifications in the technical annex.
Conditions for participation
8. Eligibility and rule of origin: Participation is open on equal terms
to all natural persons and legal entities (irrespective of whether they
are taking part as individuals or as part of a grouping (consortium) of
tenderers) from the Member States and ACP countries signatory to the Lomé
IV bis Convention (second financial protocol). All the goods supplied
under this contract must originate in these countries.
9. Grounds for exclusion: Tenderers must provide a signed declaration
confirming they are not in any of the situations stipulated in Article 4.2
of the general provisions applicable to works, supply and service
contracts financed by the European Development Fund (see point 21 — Legal
basis, ii).
10. Number of tenders: Tenderers (including companies in the same group,
other members of the same consortium and subcontractors) can only submit 1
tender for each lot. Tenders for part of the lot will not be considered.
Tenderers may not propose a variant tender in addition to their tender for
the supplies required in the invitation to tender.
11. Tender guarantee: Tenderers must furnish a tender guarantee for 2 %
of the amount budgeted for the contract, when they submit their tender.
This guarantee will be returned to unsuccessful tenderers after the
invitation to tender procedure has been completed, and to the successful
tenderer(s) once the contract has been signed by all parties. This
guarantee will be drawn on if the successful tenderer does not honour all
the conditions laid down in the tender.
12. Performance bond: Upon signing the contract, the successful tenderer
must furnish a performance bond for 10 % of the contract value in euro.
The bond must be furnished within 30 days of the date on which the
successful tenderer receives the contract signed by the contracting
authority. If the selected tenderer fails to furnish the bond within the
time allowed, the contract will be cancelled and a new contract may be
drawn up and sent to the tenderer with the next best-priced compliant
tender.
13. Briefing and/or site visit: It is not planned to have a briefing or
site visit.
14. Tender validity period: Tenderers are bound by their tender for a
period of 90 days from the final date for submission of tenders.
15. Maximum delivery period: The maximum delivery period for the contract
is 9 months.
Selection and award criteria
16. Selection criteria: Tenderers that have carried out contracts with a
similar value or level of technicality as this contract.
17. Award criteria: Economically most advantageous tender which is
administratively and technically compliant.

18. Procedures for obtaining the invitation to tender dossier: The
invitation to tender dossier can be obtained free of charge from the

Tenders must be submitted on the standard form found in the invitation to
tender dossier, and the format and instructions therein must be strictly
adhered to. Questions concerning this invitation to tender must be sent in
writing, quoting the publication reference in point 1, to:

The contracting authority must reply to all questions no later than 11
days prior to the final date for submission of tenders.

21. Legal basis: (i) Lomé IV Convention as revised by the Agreement
signed in Mauritius on 4.11.1995.
(ii) Decision No 3/90 of the ACP-EEC Council of Ministers of 29.3.1990
adopting the general regulations, general conditions and procedural rules
on conciliation and arbitration for works, supply and service contracts
financed by the European Development Fund (EDF) and concerning their
application (OJ L 382 of 31.12.1990).
