This request for expressions of interest follows the General Procurement Notice for this project that appeared in Development Business of March 05, 2007

The Government of Azerbaijan has received financing from the World Bank toward the cost of the Real Estate Registration Project, and intends to apply part of the proceeds of this loan for consultant services. The ultimate objective is to develop and present a clear and concise SLCC Five-Year Corporate Strategic Plan and a first Annual Business Plan that has been prepared with the involvement and active participation of SLCC internal management and external stakeholders to ensure that objectives are fully supported and achieved and the system is financially sustainable.

The project objective is ‘to provide the basic data needed for the establishment and maintenance of the real estate registration and cadastre system by the SSRRE and the State Property Management and Register system by the SCMSP”.

This Strategic and Business Planning task is included to enable the SLCC to prepare a corporate strategy for delivery of the mapping products and services according to its mandates, including such issues as service standards, fee structures, human resources, partnerships with the private sector, etc. The business model should include participatory monitoring by the users and consideration will be given to including ISO 9001:2000 certification along similar lines to those proposed for the SSRRE. In 2008 the corporate plan development would require the formation of a SLCC senior management working group to participate part-time with consultants. The business plan development and implementation would be completed in 2009. The SLCC will also purchase software to assist in this process.

The State Service For Registration of Real Estate now invites eligible consultants to indicate their interest in providing services to help develop Development of a five-year SLCC Corporate Strategic Plan and the first Annual Business plan for 2008 or 2009. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May, 2004).

Expressions of interest must be delivered to the address below by 11:00 A.M, on May 20, 2008.
