This request for expressions of interest follows the general procurement notice for this project that appeared in United Nations Development Business Nr. 694 of 1 December 2006 online and in DG Market.

The Government of Mozambique (GoM) has applied for a credit from the International Development Association (IDA) towards the cost of the Southern Africa Power Market (APL2): Mozambique – Malawi Transmission Interconnection Project, and intends to apply part of the proceeds of this credit to payments under the contract for consultancy services. The services include the preparation of a Bankable Feasibility Study for a High Voltage (HV) transmission interconnection line from Phombeya in Malawi to Nampula in Mozambique.

The Study should include, among others, the following activities:

 Realization of preliminary design, load flows, short circuit and stability analysis of the future HV transmission line, taking into account the recent and future developments of the concerned parts in Malawi and Mozambique as well as the on going transmission interconnection project from Mozambique to Malawi. The estimated length of the HV transmission line is 500 km of which about 160 km is on the Malawian side;

 Identification of the needs for extending the Phombeya and Nampula Substations including the upgrade of the respective power system control in order to accommodate connection of the new line;

 Preparation and submission of the feasibility report and a bankable project document with financial and economic justification of the project and recommendations

The duration of the assignment is expected to take less than 10 (ten) months.

The Electricidade de Mozambique (EDM) now invites eligible consultants to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the consultancy services (description of similar assignments previously carried out; experience in similar conditions in SADC and in other regions; availability of appropriate skills among the key staff, etc.). Consultants may associate to enhance their qualifications.

A Consultant will be selected in accordance with the procedures set out in the World Banks’ Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revision October 2006 edition).

Interested Consultants may obtain further information, from 7:30 to 15:30, local time from Monday to Friday at the address below.
Expression of Interest must be submitted in three copies (one original and two copies) in a sealed envelope on or before 21 May 2008 at 12:00h, local time, and be clearly marked Expression of Interest for:
