REQUEST FOR EXPRESSIONS OF INTEREST

Assignment Description:
The Government of Nepal (GoN) is keen to encourage private participation in the infrastructure sectors including Power, Roads, Airports and Municipal services.  GoN recognizes that, in order to achieve better value-for-money through PPPs, it would have to enhance the capacities of its own agencies to appraise, structure and manage projects with private participation and, at the same time, ensure that the legal framework governing PPPs is robust and credible to inspire confidence among potential private investors.


They now wish to engage a consultant to help the MoPPW in determining the scope for structuring the proposed Kathmandu-Terai Fast Track Road Project as a PPP and delineate next steps. GoN would also like to take this opportunity to review the Act and Regulations and identify areas for improvement and analyze the experience to-date with private participation in the hydro-power generation segment and draw lessons that can be replicated in other sectors.


Consultants will have to undertake the following activities:
• Determine the scope for structuring the Kathmandu-Terai Fast Track Road Project as a PPP and delineate next steps
• Review the legal and institutional environment and identify areas for improvement
• Review the experience to date with private participation in other sectors and draw lessons which could be applied across sectors.


Funding Source:
The World Bank intends to finance this assignment through funds from PPIAF


Eligibility Restrictions:
There are no eligibility restrictions


Individual/Firm Profile:
Firms with experience in structuring PPPs or other private finance transactions in the transport sector would be desirable.


Submission requirements:
The World Bank now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information in no more than five pages indicating they are qualified to perform the services (similar assignments, experience in similar conditions, availability of the appropriate skills among staff etc).  Consultants may associate to enhance their qualifications
