REQUEST FOR PROPOSALS FROM CONSULTANTS FOR THE SUPERVISION OF LONG TERM ACTION PLAN (LTAP) PHASE I OF THE KISUMU WATER SUPPLY AND SANITATION PROJECT (KWSSP)

1. The Government of the Republic of Kenya has obtained a loan (hereinafter called “Loan”) from the Agence Française De Développment (hereinafter called “AFD”) for the financing of the Kisumu Water Supply and Sanitation Project (hereinafter called “KWSSP”) and intends to apply a portion of this Loan to finance the construction supervision and project management consultancy services of the KWSSP.(Long Term Action Plan- Phase I )

2. The Lake Victoria South Water Services Board (LVSWSB) a parastatal under the Ministry of Water and Irrigation of the Republic of Kenya (hereinafter called “The Client”) now invites technical and financial proposals to provide the following consulting services related to the construction supervision and implementation of the LTAP Phase I Kisumu Water Supply and Sanitation Project (KWSSP).
a) The review of Draft Tender Documentation prepared by others but which are to be used in the Construction of LTAP Phase I Works and producing Final Tender Documents thereof for issuance to Pre-qualified contractors
b) Technical Assistance to the Client in Tender process including (i) response to contractors queries during tendering, (ii) evaluation of tenders and preparation of tender report, for the selection of contractors for the construction of Long Term Action Plan Phase I Works
c) General Coordination of the Project
d) Technical Assistance to the Lake Victoria South Water Services Board for the supervision and commissioning of construction works including defects liability period during the LTAP Phase I works.
e) Provide assistance to the LVSWSB in the quality control and supervision of construction of works and delivery of supplies under the LTAP Phase I works up to commissioning.
f) Provide assistance to the LVSWSB in the preparation of As Built Drawings and Operations and Maintenance Manuals.
g) Technical Assistance to the Client in supervision of implementation of low income settlements of Nyalenda Pandpieri, Manyatta, Obunga and Migosi areas water supply and sanitation components including public relations services.

4. The RFP document is available upon payment of a non-refundable fee of Kshs 5,000 or equivalent in a freely convertible currency in cash, postal money order or bankers’ cheque. Those bidders who had earlier procured the RFP document for this tender need not purchase the document again. They should collect the RFP document from the Procurement Office of Lake Victoria South Water Services Board on production of original receipt for the purchase of the RFP document or an introduction letter.

5. The proposals must be submitted at the submission address indicated above before the 3rd June 2008 at 3:00 PM. The Technical Proposals will be opened soon thereafter at the same place in the presence of the tenderers who wish to attend or their representatives. Late submissions will be rejected.
