SECTION II: OBJECT OF THE DESIGN CONTEST/DESCRIPTION OF THE PROJECT
II.1) DESCRIPTION
II.1.1) Title attributed to the design contest/project by the contracting
authority/entity: Design and Site Development Competition in Malmö,
Concert Hall & Conference Centre & Hotel.
II.1.2) Short description: The City of Malmö hereby invites you to
declare your interest in participating in a design and site development
competition concerning the erection and administration of a new
establishment for concerts, conferences and hotel.
Received declarations of interest will be evaluated by representatives of
The City of Malmö and experts in the field. After the evaluation three to
five interested parties will be chosen and these will be invited to
participate in the contest. Only these invited parties will be entitled to
hand in their projects. A contest programme will be made up and be handed
out to those who have been invited to take part in the contest.
The contest encompasses the planning, implementing, financing, owning and
administering of the following objects:
— one concert hall of around 6 700 square metres,
— one conference centre of around 9 000 square metres,
— one hotel with about 200-300 rooms,
— requisite parking facilities.
The contest also includes the design of surrounding public places in the
form of park and canal etc.
As for the conference centre, hotel and parking facilities the contest
also includes how these establishments will be administered and
consequently the operator must be named. The concert hall will be at the
disposal of, or transferred to The City of Malmö.
The concert hall will be procured according to the swedish law, LOU,
concerning invited project competition that may change into negotiated
proceedings.
A seminar for interested parties will be conducted. At the seminar The
City of Malmö, as organizer, will elucidate the aim and purpose of the
design and site development competition and also put it in a market
perspective and geographic context.
The seminar will be conducted at two occasions with identical agenda. The
first seminar took place on April 22, 2008. The second seminar will be
conducted in May 2008. Information about the seminar and about last day
for registration will be announced at The City of Malmö web site:

SECTION IV: PROCEDURE

IV.3) CRITERIA TO BE APPLIED IN THE EVALUATION OF PROJECTS: Received
declarations of interest will be evaluated by representatives of The City
of Malmö and experts in the field. A jury will evaluate the design and
site development competition.
The evaluation of the competition will be completed after negotiations
with contestant or contestants who have been selected by the jury.

Number and value of the prize(s) to be awarded: There is no fee given out
for the declaration of interest. In the project and site development
competition the invited contestants will be awarded a sum of SEK 400 000
each after fulfilling the contest programme. On condition of the approval
of the City the winner of the contest, who after negotiations has proved
himself to be able to offer the most advantageous proposition for the
City, will be invited to carry out the project for concert hall,
conference centre and hotel and receive development documents for these
establishments.
