The National Institutes of Health is conducting a MARKET SURVEY to determine the availability of qualified contractors, 8(a) Small Business (SB), HUBZone SB, and Service-Disabled Veteran-Owned Small Business (SDVOSB) are encouraged to respond to this survey to determine opportunities for contracts or joint ventures capable of providing chemicals and support services to the NIH Bethesda campus and the Poolesville Animal Facility.
The Government is seeking a contractor to provide variety of chemicals for the NIH Central Utility Plant for their treatment program. These chemicals are used for water conditioning on the boiler side and for the chiller plant. The success of this program depends on a single qualified source of chemicals, monitoring, testing and technical expertise. The water chemistry that is used in the Central Plant not only affects the boilers, chillers and auxiliary equipment, but also the equipment located in all the buildings that the Central Plant servers.
The contractor shall provide for more than just chemicals included in the price of chemicals are the necessary services that are required for an effective treatment program. This includes water analysis, operator training, written reports of inspections and recommendations, resin analysis, metallurgy examination, condensate monitoring, corrosion studies of metal loss, boiler internal inspections, chiller inspections and cooling tower inspections. The chemicals themselves are a small part of the service program the contractor shall have the knowledge, expertise and experience and can communicate that knowledge and expertise with the operating staff. With 100 million dollars of equipment to operate safely and efficiently, it is absolutely critical that the contractor shall fulfill these requirements. Due to the hazardous nature of power plant operations, it is essential that every precaution be taken to ensure the safety of the operating personnel. The contractor shall provide on a frequent basis, the daily mixing of chemicals. In addition, the treatment program requires continuous monitoring of chemical concentrations, water chemistry and equipment cleanliness by the use of laboratory testing and other testing procedures. Contractor shall provide products and services and inspections to gauge the effectiveness of the chemicals, provide testing and reports detailing inspection findings, and are available to respond to emergency requests if the need arises and the level of chemicals (injection rates and concentrations) offer the most effective means and maximum amount of protection at the lowest cost.
All interested contractors with the capabilities necessary to meet or exceed the stated requirements are invited to submit an original and (2) of their Capability Statement consisting of appropriate documentation, literature, brochures, and references anticipated to be approximately 8 -10 pages, following the format described below.
(1) Company name, address, phone number, primary contact(s), email address, NAICS code(s)
(2) List/identify the work you are interested with a positive statement of your intention to submit a proposal as a prime contractor of those projects if a solicitation is issued. A general statement that you are interested in all projects is not acceptable
(3) Date and evidence of SBA Small Disadvantaged Business (SDB) certification (if applicable to your company)
(4) List companys experience in work performed of similar type and scope to include projects in progress and completed projects within the past 5 years, completion dates, contract numbers, project titles, short project descriptions, dollar amounts, and points of contact with their current phone numbers, provide the name and point of contact for the prime contractor
(5) If you are an 8(a) SB or HUBZone SB considering a joint venture, you will need to provide proof that this consideration has been forwarded to the cognizant SBA office for approval.
(6) Provide State of Capability include specialized experience and technical competence of company (including a joint venture or association) with the type of services required date and identify specific experience and qualification of personnel proposed for assignment to the project and record of working together as a team identify past record of performance on contracts to include Government Agencies.

Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. This is not a request for proposals, bids or quotation.
