The Fleet and Industrial Supply Center (FISC) Norfolk, Contracts Department, Philadelphia Office intends to procure on a full and open competitive basis non-personal student, faculty, fellows engineering and technical services in support of the U.S. Joint Forces Command (USJFCOM). The mission of the USJFCOM and its subordinate joint activities is to lead the transformation of the United States Armed Forces to achieve full spectrum dominance. The instant acquisition is for services in support of the program and technical requirements of the USJFCOM and its subordinate commands and activities. Specific task areas include warfighter requirements definition, program definition, program formulation, program execution objectives, program assessment, capstone development, DOTMLPF correlation, certification guidelines, accreditations criteria, program integration and interoperability criteria, event concept development, modeling and simulation applications, interoperability evaluations and support in the pre-definition stages of USJFCOM programs and potential programs. The performance period will consist of a base two year performance period and two two-year option periods. Support will be provided primarily at the contractors facilities and government sites in Norfolk and Suffolk, Va. The estimated level of effort is 135,000 man-hours for each performance period. It is expected that this procurement will result in the placement of an indefinite-delivery, indefinite-quantity level of effort contract with provisions for the placement of cost reimbursement and fixed price task orders. The NAICS code for this requirement is 611310, and the small business size standard is 6,500,000.00. The solicitation will require the submission of cost/price and technical proposals. The solicitation will be made available electronically, upon its release, at www.neco.navy.mil. Interested parties are solely responsible for monitoring the above mentioned website for posting of the solicitation and any amendments thereto. All responsible sources may submit a proposal which will be considered by the Government. The solicitation response date is tentative and subject to change.
