STUDY THE COMMUNITY PARTICIPATION IN DISTRICT PLANNING IN MOZAMBIQUE
REQUEST FOR EXPRESSIONS OF INTEREST

1. This Request for Expression of Interest follows the general procurement notice for this project that appeared in Development Business, Issue no. 600 of 16 February 2003.

2. The Government of Mozambique intends to apply for a credit from the International Development Association in the amount of approximately US$ 44 million toward the cost of the Decentralised Planning and Finance Project, and intends to apply part of the proceeds to payments under the contract for the services described below:

3. Objective of the Consultancy

The objective of the consultancy is to contract a team of consultants to elaborate a study of experiences in the field of community participation in District Planning in Mozambique

The consultants will focus their work on an analysis of experiences relating to community participation and consultation in district planning in Mozambique in the context of existing legal instruments and best practice in the local arena. This analysis should cover all regions of the country and focus on verifiable progress and emerging trends. It should include not only an analysis of the existing situation but of the dynamic of the consultative and participative process in comparison with the situation prior to 2003.

The assignment is expected to commence around May 2008 in Maputo, Mozambique and to last approximately six (6) months.

4. Ministry of Planning and Development (MPD/DPFP) now invites eligible consultants to indicate their interest in providing the Services. Interested consultant must provide information indicating that they are qualified to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

5. A consultant will be selected in accordance with the procedures set out the World Bank’s Guidelines: Selection and employment of Consultants by World bank Borrowers, January 1997 (revised September 1997, January 1999 and May 2002).
6. Interested consultants may obtain further information at the address given below from 08.00 to 15.00 hours.
7. Packages containing the Expression of Interest should be clearly marked with the statement:
