SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

II.1.5) Short description of the contract or purchase(s): The European
Joint Undertaking for ITER and the Development of Fusion Energy (“Fusion
for Energy”) intends to conclude, by October 2008, a service contract for
the provision of services of a travel agency, regarding the travel
arrangements and expenses related to missions of the staff of Fusion for
Energy, and to a small extent, to travel arrangements of people invited by
Fusion for Energy (e.g. to participate in interview panels). The contract
to be proposed will have a duration of one year and might be extended 3
times until a maximum duration of 4 years.

SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Fusion for Energy reserves the
right to ask for a performance deposit or guarantee. Details will be
available in the tender specifications which will be addressed to the
selected candidates.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Details will be
available in the tender specifications which will be adressed to the
selected candidates and which are based on the model contracts of the
European Commission.

contract is subject: No.
III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: Candidates
shall provide, in their requests to participate, a declaration on their
honour, duly signed and dated, stating that they are not in any of the
situations listed below, failing which they shall be excluded from
participation: - they are bankrupt or being wound up, are having their
affairs administrated by the courts, have entered into an arrangement with
creditors, have suspended business activities, are the subject of
proceedings concerning those matters, or are in any analogous situation
arising from a similar procedure provided for in national legislation or
regulations, - they have been convicted of an offence concerning their
professional conduct by a judgment which has the force of res judicata, -
they have been guilty of grave professional misconduct proven by any means
which the contracting authority can justify, - they have not fulfilled
obligations relating to the payment of social security contributions or
the payment of taxes in accordance with the legal provisions of the
country in which they are established or with those of the country of the
contracting authority or those of the country where the contract is to be
performed, - they are currently subject to an administrative penalty by
the contracting authority, - they have been the subject to a conflict of
interest, - are guilty of misrepresentation in supplying the information
required by the contracting authority as a condition of participation in
the procurement procedure or fail to supply this information. The
candidate to whom the contract is awarded shall be requested to provide,
within a time limit defined by Fusion for Energy and preceding the
signature of the contract, the evidence confirming the declaration on
honour referred to above. Fusion for Energy will accept as satisfactory
evidence that the candidate to whom the contract is to be awarded is not
in any of the situations described above, a recent extract from the
judicial record or, failing that, an equivalent document recently issued
by a judicial or administrative authority in the country of origin or
provenance showing that those requirements are satisfied. Fusion for
Energy will accept, as satisfactory evidence that the candidate has
fulfilled his obligations relating to the payment of social security
contributions and the payment of taxes, a recent certificate issued by the
competent authority of the State concerned. The candidate must also: -
provide information on the ownership or on the management, control and
power of representation of the legal entity, when the candidate is a legal
entity, - certify that the subcontractor is not in one of the situations
referred to above when subcontracting is envisaged.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Proof of economic and
financial capacity shall be assessed in light of the following documents,
to be submitted by candidates in their requests to participate: -
appropriate statements from banks or evidence of professional risk
indemnity insurance, - the presentation of balance sheets or extracts from
balance sheets for at least the last 2 years from which accounts have been
closed, where publication of the balance sheet is required under the
company law of the country in which the economic operation is established,
- a statement of overall turnover and turnover concerning the works,
supplies or services covered by the contract during a period which may be
no more than the last 3 financial years. Should candidates intend to rely
on the capacities of other entities, regardless of the legal nature of the
links which it has with them, is shall provide proof that it will have at
its disposal the resources necessary for performance of the contract.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Evidence of the technical and
professional capacity of the candidates will be furnished on the basis of
the following documents, to be submitted by candidates in their requests
to participate: - CVs of the firm's managerial staff and, in particular,
those of the person or persons responsible for providing the services, - a
list of the principal services provided in at least the past 3 years, with
the sums, dates and recipients, public or private, in national and
international travel services, - indication of the proportion of the
contract which the service provider may intend to subcontract, -
information regarding the candidates' quality control methods, - proof of
good working knowledge of English (some knowledge of other EU languages
would be appreciated) - a description of the technical equipment, tools
and plant to be employed by the firm for performing the service contract (
e.g telephone lines, fax, e-mail facililities, car rental and accomodation
vouchers, dedicated computer connextions for the booking and issuing of
travel tickets ...) and, in particular, the location of the offices with
regard to Fusion for Energy headquarters.
