WELL DRILLING NIDP/2008

This invitation for bids follows the general procurement notice for this project that
appeared in UN Development Business No. 661 of 31 August 2005.
The Government of Jamaica has received a loan from the Inter-American Development
Bank (IDB) toward the cost of the National Irrigation Development Program, and it intends
to apply part of the loan proceeds to payments under the contracts for Well Drilling
NIDP/2008. Bidding will be governed by the IDB’s eligibility rules and procedures.
The National Irrigation Commission Limited now invites sealed bids from eligible and
qualified bidders for the construction development and pump testing of production wells
at Yallahs in the Parish of Saint Thomas and New Forest and Duff House in the Parish of
Manchester as follows:
*Lot 1 – Yallahs: Norris, Heartease, West Albion
*Lot 2 – New Forest: Plumwood, Lane, New Forest
*Lot 3 – Duff House: Duff House, Rowes Corner
The construction period is six months.
Firms may bid on one or more lots. Separate bids are to be submitted for each lot.
Bidding will be conducted through the international competitive bidding procedures
specified in the IDB’s Policies for the Procurement of Goods and Works financed by the
Inter-American Development Bank, and is open to all bidders from eligible source countries
as defined in the bidding documents.
Interested eligible bidders may obtain further information from Nicole Haynes,
Procurement Specialist, at the e-mail address listed, and inspect the bidding documents at
the National Irrigation Commission Limited (address below) from 8:30 a.m. to 4:30 p.m.
Qualifications requirements include:
--Evidence of constitution or incorporation
--Total monetary value of construction works performed for each of the last five years
--Experience in works of a similar nature and size for each of the last five years and work
underway or contractually committed and clients who may be contacted for further
information on those contracts
--Major items of construction equipment proposed to carry out the contract
--Qualifications and experience of key site management and technical personnel proposed
for the contract including evidence of experience as prime contractor in the construction of
at least two works of a nature and complexity equivalent to the Works for the past five
years - works should be at least 70 per cent complete
--Reports on the financial standing of the bidder, such as profit and loss statements and
auditor’s reports for the past five years
--Evidence of adequacy of working capital for this Contract such as lines of credit and
availability of other financial resources with authorization to seek references from the
bidder’s bankers
--Information regarding any litigation, current or during the last five years, in which the
bidder was involved
A margin of preference for national contractors/JVCAs will not be applied.
A complete set of bidding documents, in English, may be purchased by interested bidders
on the submission of a written application to the address below and upon payment of a
non-refundable fee of J$ 4,000.00 or US$ 55. The method of payment will be US bank
draft or in Jamaica by cash or Manager’s check. The bidding documents will be sent by
courier in the case of international bidders or in Jamaica may be picked up the address
below.
All bids must be accompanied by a security of at least 1 per cent of the bid price and be
delivered to the address below at or before 12:00 noon on 5 June 2008. Electronic
bidding will not be permitted. Late bids will be rejected. Bids will be opened physically,
in the presence of the bidders’ representatives who choose to attend in person, at the
address below at 12:15 p.m. on 5 June 2008.
