Request for Proposals
The Government of Barbados has received a loan from the Inter-American Development Bank (IDB) toward
the Modernization of Customs, Excise and Value-Added Tax Areas Programme and intends to apply part of
the proceeds of this loan to procure consultancy services for which this request for proposals is issued.
The consultancy involves the development of an automated application system that will manage accounts
which are in arrears with provisions for generating information requests and keeping track of potential
sources for garnishments.
The Government of Barbados, through the Customs and Excise Project Coordination Unit (PCU) for the
Programme, now invites eligible individual consultants from member countries of the IDB with experience in
information technology, automated tax systems and in the development of application software to submit
their proposals with respect to providing the required services.
Interested individual consultants must submit information indicating that they are qualified to perform the
consultancy. This information should include curriculum vitae, work experience in Barbados or other
countries of similar conditions, competence in English, proposed methodology and any other relevant
information. The methodology proposal must demonstrate a sound understanding of the objectives of the
consultancy; the technical approach to addressing these objectives to achieve the expected results and an
expected cost of providing the services.
The individual consultant will be evaluated in accordance with the following criteria:
--Qualifications
--Methodology and understanding of required services
--Work experience in projects of comparable size, complexity and technical specialization
--Prior work experience in Barbados or the Caribbean region
--Language proficiency/competency in English
Selection of consultants will be in accordance with the procedures set out in the Policies for the Selection
and Contracting of Consultants Financed by the IDB
.
Interested individual consultants may obtain information which outlines the details of the services to be
supplied and other consultancy requirements from the address below, between the hours of 0900 to 1600,
Monday through Friday, except on public holidays.
The successful applicant will be required to enter into a contract drawn up by or in a form approved by the
Solicitor General or another approved Legal Officer in the Public Service. A surety for the due performance
of the contract will be required by one of the following methods: (a) a deposit with the Treasury of a sum of
money or approved securities to the value of not less than ten percent of the contract price; or (b) a Bank or
accredited Insurance Company whose liability shall be not less than ten percent of the contract price; the
cost of obtaining such a surety shall be the responsibility of the applicant who need not specifically make
arrangements for sureties unless and until his tender has been accepted; or satisfactory personal sureties.
Proposals clearly marked “Request for Proposals – Consultancy for the Development of an Automated
Application to Manage Arrears” must be placed in the tenders box located at the Central Purchasing
Department, Holborn, Fontabelle, Saint Michael no later than Wednesday, 14 May 2008 and addressed to
the Chairman, Special Tenders Committee. Late submissions will not be accepted and will be returned
unopened to the applicant.
The Government of Barbados reserves the right to accept or reject any application received.
