Eligibility of Bidders:   1. Trainer of trainers: not less than 5 (five) years of working experience in public finance, budget and accounting. University degree in fields related to the project.
2. Senior Consultant: not less than 5 (five) years of working experience in local authorities budgeting; familiarity with GFS 2001; University degree in the related field;
3. For all other specialists, not less than 3 (three) years of working experience in related fields. University degree in fields related to the project; practical experience in working with GFS 2001 classifications and familiarity with the GFS 2001 framework is preferable
4. Logistics Specialist: not less than 3 (three) years of working experience in the related
field. Computer literate with practical experience in Microsoft packages; Driver

Expressions of Interest

This request for expression of interest follows the general procurement notice for the project that appeared in DgMarket on February 1, 2006.

Georgia has received a Multi Donors Grant (Grant) from the Department for International Development (DFID), United Kingdom of Great Britain and Northern Ireland, The Netherlands Ministry for Development Cooperation, Swedish International Development Cooperation Agency (SIDA) and the World Bank (IDA) for the amount of USD 14. 1 million equivalent towards the cost of the Public Sector Financial Management Reform Support Project and intends to apply a portion of this Grant to eligible payments under the contract for the consultancy services in the following component: Budget Classification Training Consultant to train Local Budget Organizations in the implementation of the new GFS 2001-based budget classification for the 2009 budget

The services include but are not limited to advice and assistance to the Treasury Service and Budget department of the Ministry of Finance. In particular:

The GFS 2001 Budget Classification Training Consultant shall:

1. Design a training course and prepare/update training materials for the training course for budget organizations in GFS 2001 based Budget Classification.

2. Obtain the prior approval of the MOF Budget Department to the content, methodology, materials and location of the training course in IV(1) above;

3. Conduct the training courses in III(2) following the guidance of, and using materials prepared for the Budget Classification Training in IV(1);

4. Provide all necessary administrative and logistical support for the training courses.


The assignment is expected to start on September 1, 2008 and to last for 9 months.

The Treasury Service of the Ministry of Finance now invites eligible Consulting firms to indicate their interest in providing the services. Interested Consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A Consultant will be selected in accordance with the QCBS procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, of May 2004.
