SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
UK-London: kingston, jamaica: refurbishment of exterior envelope and
construction of new security access.
II.1.2) Type of contract and location of works, place of delivery or of
performance: Works.
Design and execution.
Main site or location of works: British High Commission, Kingston,
Jamaica.
II.1.3) The notice involves: A public contract.
II.1.5) Short description of the contract or purchase(s): The works will
comprise of a design and build solution to a requirement stipulated by FCO
Services. The works will include new works and refurbishment works. The
refurbishment works will include removal and enhanced replacement of the
existing roof, windows and doors to the British High Commission Office
building. Also included will be remedial repairs to the exterior
rendering, tiling and finishes.
Exterior civil's works will include the removal of the existing railing
system to the front of High Commission perimeter wall with some demolition
and realignment of the said wall. The railings are to be replaced with a
suitable masonry option.
The new works are likely to include the installation of a new access and
egress layout to the high commission compound. Demolition, of the current
road and infrastructure layout with construction of a new security
guardhouse will be necessary. This will comprise of a newly constructed
slip road and a 2-way road entry and exit layout, with automatic access
controls, incorporating cantilevered gates, turnstiles and static and
rising bollards. Building construction work. Construction work. Works for
complete or part construction and civil engineering work.

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The Foreign and Commonwealth Office will incorporate a
minimum 10-calendar-day standstill period at the point information on the
award of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the contracting
authority before the contract is entered into. Applicants have 2 further
working days from the notification of the award decision to request
additional debriefing and information has to be provided a minimum of 3
working days before the expiry of the standstill period. Such additional
information should be requested from the address as listed in I.1). If an
appeal regarding the award of the contract has not been successfully
resolved, the Public Contracts Regulations 2006 (SI 2006 No 5) provide for
aggrieved parties who have been harmed or at risk of harm by a breach of
the rules to take action in the High Court (England, Wales and Northern
Ireland). Any such action must be brought promptly.
