Invitation for Bid

Nagcarlan Environmental Enhancement Sub-Project

1. The Local Government Unit of Nagcarlan, Laguna applied for a Loan from the Municipal Development Fund Office (MDFO) toward the cost of Nagcarlan Environmental Enhancement Sub-Project and it intends to apply the whole of the proceeds of this loan, together with the local counterpart funds, to payments under the contract for the construction of the sub-project.
2. The Nagcarlan LGU now invites sealed Bids from eligible Bidders for the construction of the Nagcarlan Slaughterhouse - Wastewater Treatment Facility sub-project. Completion of the Works is estimated to finish in 90 calendar days.
3. Bidding will be conducted through open competitive bidding procedures as specified in the Implementing Rules and Regulations (IRR) of Republic Act No. 9184 (R.A. 9184), otherwise known as the Government Procurement Reform Act. Subject to exceptions stated in this Bidding Documents, only Bids from Bidders who pass an eligibility check will be opened. The Bidder with lowest Calculated Bid (LCB) shall advance to the post-qualification stage in order to finally determine its responsiveness to the technical and financial requirements of the project. The contract shall then be awarded to the Lowest Calculated Responsive Bidder (LCRB) who was determined as such during post-qualification. The Estimated Project Cost (EPC) is PHP 1, 750,000.00
4. A complete set of Bidding Documents in English may be purchased by interested Bidders from the address below and upon payment of a nonrefundable fee of P2,000.00. The Bidding Documents shall be received personally by the bidder or his authorized representative from April 18 to May 19, 2008.
5. The Nagcarlan LGU will hold a Pre-Bid Conference open to all Eligible Bidders on April 29, 2008 at the Municipal Hall of Nagcarlan, Laguna, at 11:00 a.m.
6. Eligible Bidders must submit their Bids at the address below on or before May 19, 2008 at 11:00 a.m. All Bids must be accompanied by a Bid security in the form of Bank Guarantee equivalent to P 26,250.00 or in cash, certified / cashiers check, bank draft or irrevocable letter of credit amounting to P 17,500.00. Late Bids shall not be accepted. Bid opening shall be on May 19, 2008, 11:00 AM at the Conference Room, Nagcarlan Municipal Hall. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below at 11:00 AM on May 19, 2008.
7 Completion of the Works is required by September 30, 2008 or for a duration of 90 calendar days.
8. The Nagcarlan LGU reserves the right to accept or reject any Bid, to annul the bidding process, and to reject all Bids at any time prior to contract award, without thereby incurring any liability to the affected Bidder or Bidders.
