Request for “Expressions of Interest” for Consultancy Services for Survey and Design of three large irrigation system rehabilitation

1.1 The Ministry of Energy and Water of the Islamic republic of Afghanistan (hereinafter referred as the “MEW”) has received a credit from the International Development Association toward the cost of Emergency Irrigation Rehabilitation Project (EIRP), and it intends to apply part of the proceeds of this credit to payments for Engineering Consultancy Contracts for the “Survey and Design of three large irrigation system rehabilitation sub-project in Afghanistan”
1.2 The overall objective of the Engineering Consultancy services includes a detailed ap-praisal of technical, social, environmental and economic viability for the rehabilita-tion of the schemes. The work primarily comprises of: conducting topographical surveys in the command areas of the sub-project and generating a comprehensive pro-file of the project area. This include technical assessment of the existing irrigation and drainage facilities, identification of the beneficiaries in the project area and af-fected populations and assessment of their socio-economic status, environmental as-sessments, study and analysis of hydrology of the water source or sources with water allocation rules to and within the system and operational procedures for all the bene-ficiaries, assessment of the existing management setup for the system and its per-formance, participatory appraisal and planning of the rehabilitated project, preparation of detailed engineering plans, designs and estimates of infrastructures (diversion weir, intakes, canal linings, cross drainage structures, flow division struc-tures, flow regulatory structures, protection works, buffer reservoir, measurement structures etc) for rehabilitation required for reliable and equitable supply of water for irrigation and its proper drainage, planning of improved Management, Operation and Maintenance practices, economic analysis to assess the viability of the project, envi-ronmental and social impact assessment, etc.
Typical skills required would include experience in similar assignments in developing and developed countries.
1.3 The duration of the Consultancy Assignment will be 3 to 6 months depending upon the scope of the job.

1.4 This consultancy assignment is divided into three different Packages as under:

2 Package SC210- 2 Survey and Design of rehabilitation of Zahir Shahi canal in Kandahar province..
3 Package SC210- 3 Survey and Design of rehabilitation of Larkhabi canal in Baghlan province.
The consultants, at their option, may submit Expression of interest for one, two or all the three packages. Separate short list will be prepared for each package and also separate Request for Proposal (RFP) will be issued for each package.
1.5 The project Coordination Unit (PCU) of ministry of Energy and water (MEW) now invites eligible consultants to indicate their interest in providing their services.

1.6 The Interested consultants must provide:

a. Information indicating that they are qualified to perform the services (with Brochures etc., Description of similar assignments performed (the nature and scope of these assignments, the staff involved and the methodology employed).
b. experience of performing similar services in similar (post conflict) conditions.
c. availability of appropriate skills among staff.
d. References
e. Name of packages/sub projects for which Expression of interest is being submitted.

Consultants may associate themselves to enhance their qualifications.
1.7 The Consultants will be selected in accordance with Consultants Qualification Selection (CQS) Method and procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (Current edition).
