SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION

Complete rebuild of Michael Faraday Primary School.

Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.

II.1.5) Short description of the contract or purchase(s): Michael Faraday
Primary School (a Grade II listed Victorian School) is to be completely
rebuilt and expanded with nursery and community facilities as part of the
Southwark Schools for the Future initiative. The exemplar school has been
designed by a team led by SMC Alsop following a high profile design
competition. The works are to include the complete demolition of the
existing accommodation and the construction and landscaping of the new
building and grounds.
Expressions of interest are invited from suitably qualified and
experienced firms who can demonstrate that they have the capacity to carry
out this project.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The construction (as described in point
II.1.5)) of a new 420 pupil primary school in Southwark, London comprising
approximately 2 900 m² of Gross Internal Floor Area including associated
demolitions, site works, furniture, fittings, equipment and ICT
infrastructure.
Estimated value excluding VAT: 9 000 000 GBP.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 15 (from the award of the contract).

III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: No deposits are required. If
the contractor is a subsidiary of a larger organisation, a parent company

this notice are only provisional and the contracting authority reserves
the right to change these.
The contracting authority for this contract will be the London Borough of
Southwark.
Point II.1.9 before - variants will be accepted only as set out in the
tender documents.
Tenders must be priced and payment will be made in Sterling.
The successful contractor will be required as a condition of contract to
comply with the Code of Practice for the elimination of racial
discrimination and the promotion of equality of opportunity in employment
that is issued by the (UK) Commission for Equality and Human Rights.
The PQQ will contain further details on the required conditions for
participation referred to in point III.2 before.
Candidates who wish to express an interest in this contract must request a
PQQ from the contact set out in point I.1 before and must return the
completed PQQ to the address stated in point I.1 before by no later than
12:00 on 23.5.2008.
VI.4) PROCEDURES FOR APPEAL

VI.4.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The contracting authority will incorporate a minimum
10-calendar-days standstill period at the point information on the award
of the contract is communicated to tenderers. This period allows
unsuccessful tenderers to seek further debriefing from the Contracting
Authority before the contract is entered into. Tenderers have 2 working
days from notification of the award decision to request additional
debriefing and that information has to be provided a minimum of 3 working
days before expiry of the standstill period. Such additional information
shall be requested from the address set out in point VI.4.1 before. If an
appeal regarding the award of a contract has not been successfully
resolved the Public Contracts Regulations 2006 (SI 2006 No 5) provides for
aggrieved parties who have been harmed or are at risk of harm by a breach
of the rules to take action in the High Court. Any such action must be
brought promptly (generally within 3 months). Where a contract has not
been entered into the court may order the setting aside of the award
decision or order the authority to amend any document and may award
damages. If the contract has been entered into, the court may only award
damages.
