II.1.4) Short description of the contract or purchase(s): The GTC’s
Teacher Learning Academy (TLA) offers public and professional recognition
of teachers’ learning, development and improvement work. In effect it
accredits a teacher’s professional development.
The General Teaching Council (GTC) wish to procure the services of a
"logistics partner" to manage the operation of the Teacher Learning
Academy and play a significant part in its development.
The logistics partner will be a key party in the system and will:
1. Manage and execute the exchange of information between participants,
including the submission of presentations by teachers to verifiers and the
return of verified presentations to teachers
2. Manage the exchange of payments between participants, including
2.1 The collection and distribution of enrolment fees from schools and
teachers
2.2 Payments to verifiers and to national, regional and local support
partners
3. Provide training for support partners and schools
4. Assess and manage the grant of permission to operate to schools and
support partners, (which will also demonstrate the quality of their
training and development)
5. Manage the moderation and quality assurance of verifications
6. Handle enquires and communications.

VI.3) PROCEDURES FOR APPEAL:
VI.3.2) Lodging of appeals: Precise information on deadline(s) for
lodging appeals: The GTC will incorporate a minimum 10 calendar day
standstill period at the time that information on the award is
communicated to tenderers. This period allows unsuccessful tenderers to
seek further debriefing from the contracting authority before the contract
is entered into. Applicants have two clear working days from the
notification of the award decision to request additional debriefing and
that information has to be provided a minimum of three working days before
the expiry of the standstill period. Such additional information should be
required according to the notice. If an appeal regarding the award of a
contract has not been successfully resolved the Public Contracts
Regulations 2006 (SI 2006 no 5) provided for aggrieved parties who have
been harmed or are at risk of harm by a breach of the rules to take action
in the High Court (England, Wales and Northern Ireland). Any such action
must be brought promptly (and at any event within three months). Where a
contract has not been entered into the Court may order the setting aside
of the award decision or order the authority to amend any document and may
award damages. If the contract has been entered into the Court may only
award damages. The purpose of the standstill period referred to above is
to allow paries to appeal to the Courts to set aside the appeal decision
before the contract is entered into.
