TITLE: Phase 1 - Early Works
1) SHORT DESCRIPTION: Phase 1 - the full scope of the Phase 1 Early works
package is still to be determined but is likely to include the
construction of additional seating stands to the South East of the Stadium
together with the installation of fixed scoreboards, floodlights and
replay screens.

4) INDICATION ABOUT DIFFERENT DATE FOR DURATION OF CONTRACT OR
STARTING/COMPLETION: Starting: 3.11.2008 Completion: 29.5.2009.
1) SHORT DESCRIPTION: Full Details are to be confirmed in the tender
documents but are likely to include the addition of further fixed seating
stands, the construction of a new Gatehouse Building and associated Car
Parking, the construction of a new banqueting suite/conference facilities,
site preparation for a new hotel and associated services upgrades.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and

Companies wishing to express and interest must provide the information
requested in items a,b or c below together with the information requested
in items d to I. a) If registered in the United Kingdom, Department of
Environment Trade and the Regions Construction Database provide details of
registration number and notification levels (minimum 10 000 000 GDP) b) If
registered on an official list maintained by another state, submit a
certifcate of registration issued by the competant authority. This
certificate should state the refernces which enablers them to be
registered on the select list and the classification given, along with teh
notification levels or equivalent (10 000 000 GBP). c) If not registered
with either a) or b) then companies must provide the following
infomation:- Ci) A statement of the company's overall turnover on
construction works for the previous three financial years. Cii) A
statement of the companies average manpower and the number of managerial
staff for the past three years. Ciii) The contractors educational and
professional qualifications and/or those of the persons responsible for
carrying out the works. d) QA standard required: BS EN ISO 9001:2000 or
ISO 9001 1994. Companies must provide evidence of their QA registration
and QA scope appropriate to this contract. They should supply copies of
their registration certificate and relevant QA scope. All prospective
tenderers must be "registered or certified" under Inland Revenue
Construction Industry schemes (CIS). Evidence of your CIS status must be
supplied otherwise Durham County Cricket Club and/or thier representative
will be unable to give any further consideration to your request to
tender. f) Provide the names, address, telephone and facsimile numbers of
the company and office from which the project will be managed, and that
for any Parent Company (with corporate structure diagram). g) Submit
details of how the tenderer envisages the works will be managed , together
with a diagram of the proposed management structure and curriculum vitae
for the Project Director, the Contracts Manager and the Site Agent as a
minimum. h) The following information is to be provided for the most
relevent contracts of a similar nature and complexity undertaken and
completed in the last three years, by the team proposed for this contract
in g) above, for which the applicant has been the main contractor: Project
Title, description of the Works, Value, Date, Duration, Contract Strategy,
Conditions of Contract, Client Contract Details for reference purposes. i)
Provide a copy of the company's health and safety manual. Details of any
independent or internal monitoring/assessment of the policy and details of
the asessment procedure. Provide a statement demonstrating your knowledge,
understanding and proposed application of the curretn CDM regulations. j)
Provide details of any fatalities and serious injuries in the last ten
years, which shall take account of payroll employees, self employed
persons and sub-contractors. Details of any prohibition notices and
improvement notices filed against the company ini the same period. k)
Provide details in the form of a policy statement of the company's
environmental policy. i) Provide your organisations policy statement
regarding Diversity and Equal Opportunities. m) The response to this
advertisement shall be restricted to 10 sides of A4 text, exclusive of the
requested health and Safety Mannual - Means of proof required: Proof of
company registration (UK or EU as applicable) and the year established
Certificate of enrolement on the professional or trade register under the
conditions laid down by the laws of the UK (or EU equivalent).
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: Last 3 Years audited
accounts to include a statement of the organisations overall turnover and
a statement of the organisations turnover in respect of the schemes of
similar nature to this contract notice to be provided with request to
participate/expressions of interest.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: Evidence of history and experience in
the construction of Cricket Club/Sports Stadia of a similar scale to the
scope and brief above. Full CV's of all main company personnel to be
involved in the project. Evidence of your organisation's capacity,
resources and experience and capability to undertake the scale of the
projects detailed in the notice. All of the above infomation to be
provided with requests to participate/expressions of interest.
SECTION IV: PROCEDURE
IV.1) TYPE OF PROCEDURE
IV.1.1) Type of procedure: Restricted.
IV.1.2) Limitations on the number of operators who will be invited to
tender or to participate: Envisaged minimum number: 5. Maximum number: 8
Objective criteria for choosing the limited number of candidates: 1. As
information requested in 111.2.1 to 111.2.3 above. 2. Companies expressing
an interest should note that finalisation of the list of companies to be
invited to tender for the works may be subject to interview and reciept of
appropriate refernces in addition to the above, following receipt of all
expressions of interest.

terms of the criteria stated in the specifications, in the invitation to
tender or to negotiate or in the descriptive document.

Programme Funding.
VI.3) ADDITIONAL INFORMATION: Please note it is envisagaed that the the
works will be split into two phases. Phase 1 will run from November 2008
to May 2009. The programme for the Phase 2 works will be confirmed in the
contract documents. Works are subject to Planning approval and Funding
from ONE North East. tenderers shall be aware that with the exception of
the dates which comply with the mandatory timescales required by the
consolidated directive and public procurement regulations 2006, all dates
in this notice are estimates only and the contracting authority reserves
the right to alter the tendering timetable at its discretion.
