SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:

II.1.4) Short description of the contract or purchase(s): Tenders are
invited for the supply and delivery to Galway County Council of 2 No. one
man operated 'Velocity' tar Patchers.
Definition Velocity patching is a process of pothole repair with a blend
of bitumen and chippings whereby each chipping (utilized in the process)
is fired in an air stream at speed through a bitumen spray and then onto
the repair area. The high speed placing of the material provides
compaction from the bottom of the repair mass up.
Special Requirements.
The Velocity Patching Unit is to be Lorry Mounted, one man operated with
facilities to carry out the following:
(a) Clean pothole of dust, water, debris using compressed air.
(b) Spray bitumen emulsion to seal pothole area.
(c) Spray a combination of bitumen and aggregate to fill pothole.
(d) Top off pothole with dry aggregate to complete operation.
(e) No rolling to be required due to the velocity nature of the operation.
Aggregate Hopper
This hopper is to be a sealed pressure unit capacity approx. 7 tonnes
(test certs to be supplied).
Bitumen Tank
The Bitumen Tank to be 1600 to 2000 litre capacity with thermostatically
controlled heating system. This tank is fully insulated to prevent heat
loss. The heat source to be either gas or diesel (specify in tender), full
safety standards apply.
Power Supply
All hydraulic motors, pumps connected with the operation of the patching
unit to be operated from an independent donkey engine.
Hydraulic Functions
The main hydraulic functions are to be controlled by a heavy duty
industrial type.
Joystick from the cab of the truck. This system is to be designed with
consideration given to maximum user comfort and safety.
Boom
Spraying pipes and jets are to be supported on an articulated boom which
will fold neatly and safely across the front of the truck.
Flush System
The bitumen sprayer shall be fitted with an automatic flush system
(details to be supplied with tender).
Vehicle Details
The Patching Unit shall be mounted on a truck to the following general
specification:
The truck shall be a single axle twin rear wheel GVW - 1800KG, with an
engine capacity 220-240 B.H.P.
The gearbox supplied is to be automatic transmission.
The exhaust to be vertical tail pipe with chassis mounted silencer.
Day Cab
The cab shall have accommodation for driver helper, also to be included
are radio, safety belts, in cab air conditioning. The driver's seat is to
be an adjustable air seat.
Full Tank
Standard 300 litre capacity.
Batteries
Heavy duty (specify make with Tender).
Rear observation system: Backeye CCTV Camera, with flat screen monitor
fitted in cab (details to be supplied with tender).
General Requirements for Supply and Delivery of Vehicle included in this.
Specification:
1. Companies tendering must:
(a) Supply full specification of all parts of vehicle. Brochure should be
Enclosed where possible with details of warranties, cubic capacity spare
parts, availability and servicing facilities offered.
(b) State full price delivered at Galway and inclusive of all duties and
taxes etc. Tenders that are not fully inclusive will not be considered.
(c) State date of delivery.
Special Requirements
2. Special and particular attention of companies tendering is directed
towards the availability of spare parts for vehicles quoted. Comments
should be made on this aspect.
3. Time for delivery after receipt of Official Order should be stated,
Vehicles shall be delivered complete and according to the specifications
to Machinery Yard. Failure to meet the delivery date, except for proven
circumstances, outside the control of the tenderer, shall result in the
enforcement of a penalty off 127.00 per week/per vehicle or part thereof
or time in excess of this date. The submission of a tender shall be deemed
to be acceptance of this penalty clause by the tenderer. The County
Council reserves the right to cancel order.
4. Any conditions attached to tenders, which are in conflict with the
above, shall be invalid unless specifically agreed to in writing by the
County Council at the time of tender.
5. The County Council does not bind itself to accept the lowest of any
tender.
6. The latest date for receipt of tender is 4 P.M. on Friday 16th November
2007.
7. Where applicable successful tender must produce a Tax Clearance
Certificate, unless a sub-contractors C2 certificate is already held.
