1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 691 of November 30, 2006.

2. The Republic of Azerbaijan has received a credit from the International Development Association toward the cost of Health Sector Reform Project and intends to apply part of the proceeds of this Credit to payments under the Contract for the Supply of Laboratory Equipment; reference: HSRP/Laboratory Equipment/G/ICB/2.09-5.02.

3. The Project Implementation Unit of Health Sector Reform Project established at the Ministry of Health of Azerbaijan Republic now invites sealed bids from eligible and qualified bidders for the Supply of Laboratory Equipment in two Lots: Lot #1 – Laboratory Equipment for Drug Quality Control Laboratory and Lot #2 –Equipment for Reference Laboratory, laboratory sets & supplies & regional laboratory equipment. Bidders are allowed to bid for any one or both lots under this invitation. Bids will be evaluated lot by lot. Contract will be awarded to the bidder offering the lowest evaluated substantially responsive bid for each lot.

4. Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.

5. Interested eligible bidders may obtain further information from Project Implementation Unit of Health Sector Reform Project at the Ministry of Health of Azerbaijan Republic, Mr. Farhad Mehdiyev, Director, e-mail: F.Mehdiyev@hsrp.az and inspect the Bidding Documents at the address given below from 10.00 hours to 17.00 hours.

6. Qualifications requirements include: 1. Bidder shall present MAF as per ITB 19.1(a) for items 1 and 6 under lot 1 and for items 1-4, 9-15, 17-20, 25, 29-31 under Lot 2. The successful bidder shall be represented by an Agent in Azerbaijan as required in ITB 19.1(b) for items 1 and 6 under lot 1 and for items 1-4, 9-15, 17-20, 25, 29-31 under Lot 2. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non-refundable fee of AZN 100 or equivalent amount in a freely convertible currency. The method of payment will be bank transfer (the bank details are indicated below). Upon request, the Bidding Documents will be sent by courier service at the Bidder’s expense. The electronic version of the bidding documents is available and can be sent upon request.

8. Bids must be delivered to the address below not later than 15:00, May 30, 2008. Electronic bidding is not permitted. Late bids will be rejected. Bids will be opened at the same address immediately after the deadline for bid submission in the presence of the bidders’ representatives who choose to attend. All bids must be accompanied by a “Bid Security” of AZN 1,800 for lot #1 and AZN 9,000 for lot #2 or equivalent amounts in a freely convertible currency.
