1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in Development Business, issue no. 60 of April 16, 2003.

2. The Indonesian Government has received a loan from the International Bank for Reconstruction and Development toward the cost of Java-Bali Power Sector Restructuring and Strengthening Project, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: PLN ERP Roll Out Implementation For Rest of Java Project, IBRD Loan No 4712-IND.

3. PT PLN (Persero) serves as the implementing agency for the project and now invites sealed bids from eligible Bidders for Provision of Desktop PCs, Printers and Barcoding Equipments for Roll Out of Enterprise Resource Planning (ERP) Implementation to PT PLN (Persero) Distribusi Jawa Tengah & DIY, Distribusi Jawa Timur, and Distribusi Jawa Barat & Banten. The Supply and installation period is within 6 months.

4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:

• Have been operational in the Information Technology industry for at least 5 (five) consecutive years.
• Be financially stable with a cumulative gross revenue base of at least US$ 10 (ten) millions over the last 3(three) financial years.
• Have local support/business partners at least in Jakarta, Bandung, Semarang and Surabaya.
• During the past 4 (four) years, the Bidder MUST have completed at least 3 (three) successful contracts involving provision , installation and deployment of Desktop PCs of a scale of minimum 800 (eight hundred) Desktop PCs.

Only Bidders who meet the minimum qualification criteria will be evaluated further.

5. Interested eligible Bidders may obtain further information from Chairman of ERP Roll Out Hardware Procurement Committee and inspect the bidding documents at the address given below on working days (Monday to Friday) from 08:00 – 15:00 WIB (Western Indonesia Time) starting from 13 March 2008.

6. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of IDR 2,000,000 or US$ 220. The method of payment will be direct payment or direct deposit to Account IDR No. 1260098043846 or US$ No. 1260001067999 Bank Mandiri Cabang Jakarta Melawai with an email confirmation.

7. Bids must be delivered to the address below at or before 30 May 2008 at 10:00 AM. All bids must be accompanied by a bid security of not less than 2% of the bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below on 30 May 2008 at 10:00 AM.

8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement
