ANNOUNCES

INTERNATIONAL CONTEST ON DESIGN-PROJECT CONCEPT ASSOCIATED WITH THE CREATION OF “OIL MUSEUM” IN BAKU CITY

Note: This is the second Contest for the aforementioned subject as all proposals were unacceptable under the first Contest.

1. Major purpose of the contest: to choose the best design-project to be submitted over “Oil Museum” design-project concept associated with the implementation of the resolution of the President of Azerbaijan Republic on the “Creation of Oil museum in Baku” number 2653 dated 04 February, 2008.

2. Both local and international physical persons and leqal entities either individually or collectively having relative experience in preparing projects on architectural and design projects are welcomed to participate in the international contest.

3. “Oil Museum” will be constructed on the recultivated territory of 45 ha cleared from oil wastes which belongs to “Bibiheybatneft” oil and gas extraction department of “Azneft” Production Union and will be located in Sabayil district, Baku city.

4. Submitted projects (works) on creation of “Oil Museum” for the contest should satisfy the requirements of Azerbaijan national architectural traditions, be in accordance with contemporary needs and meet the requirements linked with the oil history.

5. Projects of the applicants on design planning associated with the creation of “Oil Museum” shall contain museum complex consisting of open and closed zones.

- Closed zone consists of museum building (including exhibition gallery, multiplex type cinema clubs, service rooms, child museum and intellectual club, cafes, gift shops, conference hall, research center, library, SOCAR’s centralized archive, administration building, guest house, internal infrastructure (museum funds, repair rooms, other workshops and etc.))

- Open zone is supposed to include park complex consisting of 7 parks connected between each other with passages (each of them will characterize historical period related to oil) associated with the oil history having cultural-educational value, as well as another park and parking place for various purpose cars.

6. Design-project concept of construction of the Oil museum shall reflect high quality constructions meeting modern standards and requirements, materials and equipments, new technologies and innovations.

7. Applicants should provide as an illustrative example design-project model of “Oil museum”, colored videos, explanatory photos and graphic images (3D Max software).

8. Concept of the winner applicant will be in its exclusive ownership.

9. While assessing proposals (design-projects) apart from other Technical Conditions, the priority will be given to the project which meets the national architectural traditions, responds to modern requirements, has connection with oil and at the same time which is prepared in accordance with the resolution of the Cabinet of Ministers №165, dated 28 October 2002 on “Concessions amount and implementation Rules, approval of the calculation method of the influence of the change in the price of goods (works and services) to the sale purchase agreement and determination of the amount of the divided parts”.

10. The applicant awarded with the first place in the international contest is assured to be provided with an order on the implementation of the works according to the current legislation particularly article 1082.1 of the Civil Code of Azerbaijan Republic. For avoiding of misunderstanding it is noted that in case if the submitted design-projects are fully or partially rejected by the evaluation commission, SOCAR has no legal or financial obligation before the applicants and no demands or claims can be addressed to it.

The authorities of the evaluation commission are implemented by the members of the Project group created by SOCAR’s order № 35 dated 03 March 2008.

11. Other issues related to the current contest which are not regulated by this announcement shall be governed by Regulation of the Cabinet of Ministers of Azerbaijan Republic № 165 dated 15 October 1999 on “Procedures of organizing architectural contests in Azerbaijan Republic” and resolution on the amendments to the said Regulation dated 29 January 2001.

12. For participation in the contest, applicants should submit the following documents:

- Application for participation in the contest;
- Proposal for the contest (design-projects) – in the sealed envelope (package);
- Full name of applicant, address, document confirming its legal status (copy), country of state registration and bank details.
- Major place of activity.

13. Each applicant may submit only one design-project.

14. Texts submitted by the applicants from Azerbaijan Republic on the design-projects shall be compiled in the official language of Azerbaijan Republic. Whereas the applicants from foreign countries shall submit the text in the native language of the country which they represent with the copy of the translation into Azerbaijani duly confirmed by the applicant. In case of discrepancy between the texts priority will be given to the text in Azerbaijani language.

15. Applicants should submit the abovementioned documents (excluding design-projects) in sealed envelopes (packages) to the Project group till 25 July 2008, 18:00 and contest proposals (design-projects) till 1 August 2008, 10:30.

Applicant’s full name shall be written with non-erasable ink or typed on a cover of the sealed envelopes (packages) and signed by the applicant.

Envelopes (boxes) submitted by missing the deadline will be returned back without being opened.

16. Opening ceremony of the submitted envelopes (packages) will be held on 1 August 2008 at 12:00 a.m with the participation of the applicants or their representatives.
