This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business , issue No: 719 of January 15, 2008.

Georgia has received a credit from the International Development Association (IDA) toward the cost of the Education System Realignment and Strengthening Program” (APL2) and intends to apply part of the proceeds of this credit to payments under the contract for Construction of new building for the v. Tadzrisi school (#APL2/CW/ICB/07/2008).

MDF now invites sealed bids from eligible bidders for Construction of new building for the V. Tadzrisi school . Village Tadzrisi (Borjomi District) is located in the western part of Trialeti mountainous system. The project site for the School is in the central part of Village Tadzrisi and accessing to the mentioned site is possible by the gate that is located in the west; the mentioned is bordered with the personal plots and houses. The construction site accessing is possible though Tbilisi-Borjomi-Tadzrisi motorway. It is by 170 km far from Tbilisi.
Bidding will be conducted through the international competitive bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and is open to all bidders from eligible source countries as defined in the Guidelines.

Interested eligible bidders may obtain further information from the Municipal Development Fund of Georgia (MDF) office at the address below from 10:00 to 18:00 hours. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of GEL 350 (three hundred and fifty) or USD 200 (two hundred). The method of payment will be direct deposit or transfer to the Account:

Qualifications requirements include:

1. The minimum required average annual turnover of construction works for the successful Bidder in the last three years shall be: GEL 4.5 (four point five) million equivalent;
2. The minimum amount of liquid assets and/or credit facilities net of other contractual commitments shall be: GEL 1.0 (one) million equivalent;

The margin of preference for eligible national contractors/joint ventures shall not be applied.

Bids must be delivered to the address below no later than 12:00hours, May 30, 2008. Late bids will be rejected.

All bids must be accompanied by a bid security of GEL 75'000.00 (seventy five thousand) equivalent.

Bids will be opened in the presence of bidders’ representatives and anyone who choose to attend at the address below at 12:00 hours, May 30, 2008.
