our Birmingham office.
II.1.4) Short description of the contract or purchase(s): The Highways
Agency is an executive Agency of the Department for Transport (DfT) and is
responsible for operating, maintaining and improving the strategic trunk
road network in England on behalf of the Secretary of State for Transport.
In 7/2005, the DfT announced new Public Service Agreement (PSA) targets
that focus on improving journey time reliability on the strategic road
network. In 12/2006 the Traffic Radio Business Case received ministerial
approval, an initiative to help road users plan journeys. The Traffic
Radio service will include: (1) provision of an end to end (traffic
announcer to transmitter service) high quality up to date traffic radio
information service operating 24 hours per day, 7 days per week, 52 weeks
per year; (2) broadcast content covering the Highways Agency's motorway
and trunk road network and including high level information on critical
events affecting the network; (3) a regionalised service to be made
available to the customer across England on local DAB multiplexes streamed
via the Internet and on temporary low power AM/FM broadcasts at Highways
Agency selected roadworks and major events; (4) a service compiled using
Highways Agency derived traffic information via a central link with the
National Traffic Control Centre as a primary source; (5) a dip-in dip-out
style Traffic Radio service offering information not entertainment so will
not compete with existing radio stations; (6) a Traffic Radio service
providing only strategic information leaving more detailed localised
information to existing radio station traffic bulletins; (7) an expandable
service may be further rolled out on DAB across Transport for London,
Scotland, Wales and Northern Ireland; (8) supplier adherence to all Ofcom
requirements and regulations; (9) supplier provision of a managed service
and as such taking full responsibility for all aspects of delivery,
management and maintenance; (10) provision of monthly reports to the
Highways Agency on service availability, exception reports highlighting
any issues that occurred within the project and undertake quarterly
service reviews; (11) supplier responsibility for validation of data to
ensure the service remains current and correct; (12) supplier
responsibility to adapt the service in line with customer requirements, as
per recommendations from Highways Agency on-going market research.
