SPECIAL PROCUREMENT NOTICE.

The Kyrgyz Republic
“Governance Technical Assistance Credit”
Procurement of TMIS and HRMIS, Field Hardware, Network Equipment, Building Infrastructure system and Training
Credit Number KG-3757

1. This Invitation for Bids (IFB) follows the General Procurement Notice (GPN) for this project that appeared in DG Market of February 4, 2006.
2. The Government of Kyrgyz Republic has received a credit from the International Development Association (IDA) toward the cost of “Governance Technical Assistance Credit”, and it intends to apply part of the proceeds of this credit to payments under the contract for delivery of TMIS and HRMIS field hardware, network equipment, building infrastructure system and training.
3. The “Agribusiness and Marketing Project” Credit Line Management Unit and “GTAC” Project Management Unit (CLMU «ABMP»/«GTAC» PMU) now invites sealed bids from eligible bidders for supply of the following: delivery and installation of TMIS and HRMIS hardware and general purpose software, network equipment and management systems, infrastructure (engineering) systems and training of Technical Staff of Central Treasury including RTO and CSA and its territorial units. The supply and installation period is 18 months.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (January 1995, revised January and August 1996, September 1997, and January 1999) and is open to all Bidders from eligible source countries as defined in the Guidelines that meet the following minimum qualification criteria:
(i) A manufacturer of the offered equipment should have manufacturing experience for not less than five years;
(ii) A Bidder should have annual sales turnover over the last two years of minimum US$ 10 million per year;
(iii) A Bidder should have references from three customers to whom the Supplier has provided such goods;
(iv) During the past two years, the Bidder must have completed three
successful contracts involving installation, start-up and commissioning as well as technical support for Information Systems of similar technical characteristics and of at least comparable scale.
5. Purchaser will organize and Bidders are welcome to attend a pre-bid meeting at March 20, 2008, 10:00 a.m. (Bishkek time) at the address, specified below. The purpose of the meeting will be to clarify issues and answer questions on any matter that may be raised at this stage, with particular attention to issues related to the Technical Requirements.
6. Interested eligible Bidders may obtain further information from CLMU «ABMP»/«GTAC» PMU and inspect the bidding documents at the address given below during office hours from 09:00-12:30 a.m. to 13:30-6:00 pm, Monday to Friday, except public holidays.

7. A complete set of bidding documents in English may be purchased by interested Bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 200 USD or 7800, 00 KGS. The method of payment will be non-cash to the following CLMU «ABMP»/«GTAC» PMU account:

All Bank charges must be borne by the bidder. The Bidding Documents will be sent by courier service at the recipient’s expense.
Once the bidders have deposited the non-refundable fees, they should send a fax with the instructions to deliver the Bidding Document and the deposit receipt to the address below.
The Bidding Documents may be sent by courier or collected by a Bidder’s representative at the address below.

8. Bids must be delivered to the address below at or before May 29, 2008, 10:00 a.m. (Bishkek time). All bids must be accompanied by a bid security of not less than two percent (or an equivalent amount in a freely convertible currency) from the bid price. Late bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend at the address below at May 29, 2008, 10:00 a.m. (Bishkek time)

9. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software is either covered by a valid license or was produced by the Bidder and (ii) that violations are considered fraud, which is, among other remedies, punishable by potential blacklisting from participation in future World Bank-financed procurement.
