The U.S. Bureau of Reclamation, Upper Colorado Region has a requirement for Drug and Alcohol Counseling Services at the Collbran Job Corps Center in Collbran, Colorado. This requirement for commercial items is being procured in accordance with Parts 12 and 15 of the Federal Acquisition Regulation. This is a Total Small Business Set-Aside. The Bureau of Reclamation intends to issue a request for proposal for this requirement. The contract will be a Fixed Price contract for a Base Year and Four One-Year Options, including FAR Clause 52.217-9, Option to Extend the Term of the Contract. The Drug and Alcohol Counselor will provide the following (not all inclusive) services: Drug and alcohol counseling for students who have had problems with substance abuse provide preventive strategies for all students so they will not abuse drugs and/or alcohol provide cigarette smoking cessation classes drug test all new students to Collbran Job Corps and submit their samples to be tested for illegal drug use test all students on suspicion for illegal drug and/or alcohol use make recommendations regarding student progress and the safety of the student and the Center teach a drug and alcohol class for all new students. The Drug and Alcohol Counselor will spend up to forty (40) hours per week at the Job Corps Center. The vendor must be certified and licensed in the state of Colorado to provide drug and alcohol assessments or be certified and licensed within one year of contract award. The work is located approximately 45 miles east of Grand Junction, Colorado in the town of Collbran, Colorado. From Grand Junction, take I-70 east to exit 49. Take Highway 65 for 11 miles. Turn left (east) onto Highway 330 and drive onward for 10 miles. The center is located mile west of the town of Collbran. The North American Industry Classification System (NAICS) Code is 624190.
