REHABILITATION OF DRAINAGE SYSTEM OF ARARAT VALLEY, IA-08/001

REQUEST FOR EXPRESSION OF INTEREST

“The United States of America, acting through the Millennium Challenge Corporation (MCC), and the Government of the Republic of Armenia have entered into a Millennium Challenge Compact pursuant to which MCC will provide assistance in the amount of US$ 235,650,000 (“MCC Funding”) to reduce poverty through economic growth in Armenia (the “Compact”). MCA-Armenia intends to apply a portion of the MCC Funding towards the contract to provide the consulting services, to cover eligible payments under this Contract for the Consultant Services. Payments under this Contract with MCC Funding shall be made only at the request of the MCA-Armenia and, if applicable, and shall be subject in all respects to the terms and conditions, including restrictions on the use of MCC Funding, as set forth in the Compact and referred to in Appendix F of the General Conditions of Contract. Except as MCC may specifically otherwise agree, no party other than the MCA-Armenia shall derive any rights from the Compact or have any claim to any proceeds of the MCC Funding. The drainage system of Ararat Valley consists of both closed and open drainage networks. The open drainage network is in unsatisfactory technical state in general. Collectors, water catchment areas and drains are silted and overgrown with reeds and operate in backwater regime. Channel beds are disturbed and dammed up at some stretches by partition walls (for fishponds, intakes for irrigation, etc.). The length of the Ararat Valley collector-drainage system is 1,543 km including 873 km of open network (collectors - 166.2 km, water catchment areas - 263.0 km, drains - 445.6 km), closed network – 670.0 km (water catchment areas – 126.3 km, drains – 543.7 km).

The closed drainage network consists of 12 individual independently operating local systems. The total area of lands under the closed drainage network is 7,967 ha. The water from the area covered by closed drainage system is removed by pumping (2,776 ha) and gravity (5,191 ha). The area of irrigated lands under the closed drainage network is 7,101 ha. Five pumping stations constructed for removal of drainage water are not operational for about 20 years.

Most of the closed drainage system does not operate due to non-operation of pumping stations and backwater structures constructed on the collectors. Most of the observation wells are deteriorated.

The aim of this design is to ensure efficient crop production on water logged lands through regulation of groundwater meanwhile securing positive impact of designed measures on the environment and population health.

The objective of the selected consultant will be preparation of rehabilitation designs for open and closed collector-drainage system and provide elimination of all types of backwater structures in the mentioned area to ensure system’s normal operation.

The consultant shall provide measures ensuring water delivery from alternative sources (tubewells, artesian wells, existing irrigation network, pumping stations) to those areas that currently are irrigated from collector drainage system or get water from backwater structures.
The selected consultant will also carry out technical supervision over construction works.
Total duration of the design works under the contract is approximately 12 (twelve) months and of construction supervision - 23 (twenty three) months. The contract is expected to start in August, 2008 and be completed in July 2011.

The Water Sector Development and Institutional Improvements Project Implementation Unit (Irrigation PIU) on behalf of MCA-Armenia now invites eligible consultants with relevant experience to indicate their interest in providing the services.

Interested consultants must provide information indicating that they have required qualification to perform the services (brochures, description of similar assignments, experience in similar conditions), availability of appropriate technical resources at the firm for fulfillment of works (staff, software, etc.), (please do not attach CVs, etc.)). The Shortlist will be prepared according to the following criteria: (i) experience of the firm in implementing similar assignments, (ii) availability of technical resources to the firm, and (iii) experience of the firm in similar conditions. Expression of Interest must be submitted in 3 (three) hard copies in English and 1 (one) copy in Armenian or Russian (as chosen by the Consultant). The English version shall prevail. The Expression of Interest in two languages shall also be submitted by e-mail either in MS Word or Adobe PDF format.

Consultants may associate to enhance their qualifications (please state the status of association, e.g Joint Venture or Sub-consultancy). In the event of sub-consultancy the Leading Partner and all the sub-consultants will be evaluated as a single unit.

The consultant will be selected in accordance with the Quality- and Cost-Based Selection procedures set out in Procurement Agreement between MCC and MCA-Armenia SNCO. (The interested consultants may become familiar with that Agreement in web-site of MCA-Armenia SNCO: www.mca.am).

The Expression of interest must be delivered to the address below by May 12, 2008, at 17:00 (Yerevan time). Late expressions will be rejected.
