Fire tank trucks, tractors procurement
G/ICB-01
1. This Invitation for Bids follows the General Procurement Notice for this Project that was published online on DG Market on August 21, 2007 and the paper version of the Development Business
2. The Government of the Republic of Kazakhstan has received a loan from the International Bank for Reconstruction and Development toward the cost of Forest Protection and Reforestation Project, and it intends to apply part of the proceeds of this loan to payments under the Contract for No.G/ICB-01 “Procurement of Tractors, Fire Tank Trucks and vehicles”. This Contract is also co-financed by the Republic of Kazakhstan.
3. The Forest and Hunting Committee of the Ministry of Agriculture of the Republic of Kazakhstan now invites sealed bids from eligible and qualified bidders for supply of the following items:
Lot 1:
Crawler tractor – 25 items
Lot 2:
Wheel tractor, 2 type traction - 6 items
Lot 3:
Wheel tractor, 1.4 type traction - 1 item
Lot 4:
Wheel tractor, 0.6 type traction - 1 item
Lot 5:
Fire tank truck (6WD) - 8 items
Lot 6:
Fire tank truck (4WD) - 10 items
Lot 7:
Fire light pickup - 1 item
Lot 8:
4WD off-road vehicle (for passengers) – 10 items
Lot 9:
4WD off-road vehicle (pickup) – 15 items
Lot 10:
Vehicle for conveyance of passengers – 15 items
Bidders shall be allowed to quote separate prices for one or more lots.
4. Bidding will be conducted through the international competitive bidding procedures as specified in the World Bank’s Guidelines: Procurement under IBRD loans and IDA Credits, and is open to all eligible bidders as defined in the guidelines.

6. Qualifications requirements include:
Bidders shall have a minimum of 2 years experience in manufacturing or supplying of the same or similar kind of vehicles;
Bidders shall have stable financial capability;
Bidders shall have not been declared ineligible by the Bank, under the Purchaser’s country laws or official regulations;
A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
7. A complete set of bidding documents in English may be obtained by interested bidders on the submission of a written application to the address shown above from the Project Coordination Unit during office hours: 09:00 to 17:00 hours.

The document will be sent by courier services. To receive a hard copy of the bidding document via courier services a bidder is required to pay the Courier in advance. The bidding documents will be pouched only upon receipt of the payment by the Courier. Bidding documents may also be obtained via e-mail.

8. All bids must be accompanied by a bid security in the following amounts:
for № G/ICB-01, lot No.1 – 20 000 (twenty thousands) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.2 – 3 000 (three thousands) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.3 – 1 500 (one thousand five hundreds) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.4 – 1 000 (one thousand) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.5 – 20 000 (twenty thousands) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.6 – 15 000 (fifteen thousands) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.7 – 2 000 (two thousands) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.8 – 5 000 (five thousands) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.9 – 3 000 (three thousands) US dollars or an equivalent amount in a freely convertible currency;
for № G/ICB-01, lot No.10 – 6 000 (six thousands) US dollars or an equivalent amount in a freely convertible currency.
And be delivered to the address below by 10:00 o’clock on May 21, 2008. They will be opened immediately thereafter, in the presence of bidders’ representatives, who choose to attend, at the address below. Late bids will be rejected.
