The Government of Armenia has received a loan from the International
Development Association in the amount of USD 26,600,000 equivalent
toward the cost of the Dam Safety Project, and it intends to apply the
proceeds of this loan to payments under the contract for
Rehabilitation Works of Aygedzor Dam. Bidding for contracts financed
by the International Development Association will be governed by the
procurement rules specified in the World Bank Procurement under IBRD
Loans and IDA Credits[1]. It is open to all bidders from eligible
source countries as defined in the guidelines.

Three complete dam failures occurred in Armenia in 1974, 1979, and
1994 respectively. All reported accidents could have been avoided if
proper surveillance and operation and Maintenance procedures were in
place. The Dam Safety Project aims to protect the population and the
socio-economic infrastructure downstream of the dams facing the
highest risk of failure.

The Dam Safety Project Implementation Unit now invites sealed bids
from eligible bidders for the following lot:

- Rehabilitation Works of Aygedzor Dam (Dam-reinforcement works)

The construction is to be accomplished in 7 months.

The works consist of Enlargement of apron up to the crest level by
means of loam-cement mixture, rehabilitation of dam crest,
rehabilitation of concrete facing of the spillway, dismantling and
placement of irrigation outlet pipes in the culvert, grouting works in
the culvert, construction of building for O&M staff, supply and
installation of safety equipment (piezometers, sirens, communication
means and so on), lightening works of the structure, power supply
works for valves, installation of transformer, installation of
generator (16kWt), providing of installation of radio-communication
station, installation of early warning system. The dam height is 35.6m
and the reservoir capacity is 3.55 million m3.

A pre-bid meeting and a site visit is scheduled to be held at 10.00
hrs on July 30, 2002 (local time) at the address given below. The
purpose of the pre-bid meeting and site visit is to clarify any issues
and to answer any questions, which bidders may have.

Bidding is allowed for the whole lot only.

Interested eligible bidders may obtain further information from and
inspect the bidding documents at the Dam Safety Project Implementation
Unit at the address below from 09:00 to 18:00. A complete set of
bidding documents in English may be purchased by interested bidders on
the submission of a written application to the address below and upon
payment of a nonrefundable fee of USD 100. The method of payment will

Bids must be delivered to the address below by 16:00 on 14 August
2002. All bids must be accompanied by a bid security equivalent to USD
5500. Late bids will be rejected. Bids will be opened in the presence
of bidders' representatives who choose to attend at the address below
on 14 August 2002 at 16:00.
