1. This REQUEST FOR PROPOSALS (RFP) follows the General Procurement Notice that
appeared in the dgMarket online of June, 2007, UN Development Business online of June
2007, local newspaper, Public Eye, of 01 and 08 June 2007 and was posted on the
website of Ministry of Finance and Development Planning.

2. The Millennium Challenge Corporation (“MCC”) and the Government of the Kingdom
of Lesotho (the “Government”) have entered into a Compact for Millennium Challenge
Account (“MCA”) assistance to help facilitate poverty reduction through economic
growth in Lesotho (the “Compact”) in the amount of US$ $362.5 million (“MCC
Funding”). The Government, acting through the Millennium Challenge Account Lesotho
(“MCA-Lesotho”), intends to apply a portion of the funds to eligible payments under the
contract for which this RFP is issued. Payment by MCC will be made only at the request
of MCA-Lesotho and upon approval by MCC, and will be subject, in all respects, to the
terms and conditions of the Compact, including restrictions on the use of MCC Funding
and conditions to the disbursements.

3. MCA-Lesotho hereby invites Consulting Firms to submit proposals to provide the
following consulting services: “Professional Program Management Services for the
Metolong Dam Activities”.
The Services to be performed under this contract are expected to commence in October
2008 and will cover the term of the Metolong Project, which is anticipated to be until
December 2013. The Consultant is required to mobilize within thirty (30) days of the
signing of the Contract.
More details on the requested services are provided in the Terms of Reference
incorporated in Section 5 of the Request for Proposal document. The RFP will be
delivered by e-mail to all interested consulting firms, upon registration of the firm’s
interest in this assignment. To register, when requesting the RFP, interested Firms are
only required to submit their contact details (name, address, telephone number, fax,
email, and name of contact person for this assignment) to the MCA-Lesotho at the postal,
or email address indicated in paragraph 6, below. Interested Firms can also visit the
MCA-Lesotho’s offices, also indicated in paragraph 6, to obtain a copy of the RFP.
Please note that MCA-Lesotho will reply to clarification letters by email or “hard copy”
depending on the preference of the interested Consultant’s.

4. A Site Visit will be held April 16, 2008 and a Pre-proposal Conference April 17, 2008,
both in Maseru, Lesotho.

5. A Consulting Firm will be selected following the Quality and Cost-Based Selection (QCBS)
procedures as defined in the MCC Program Procurement Guidelines (current edition), available
at the following website: http://www.mcc.gov/procurement/index.php. The Firms Eligibility will
be determined in accordance with the RFP, MCC Program Procurement Guidelines and MCC
Guidance on Excluded Parties Verification Procedure: http://www.mcc.gov/procurement/
partnercountries/guidancepapers.php.

6. The selected Consulting Firm shall satisfy the post qualification requirements indicated
in the RFP (see Data Sheet reference clause 5.8 of Instructions to Consultants).

7. The date and time of submission of the proposals is May 9, 2008 at or before 10:00 a.m.
Lesotho local time. Proposals received after this date and time shall not be considered
and shall be returned unopened.

8. All notifications concerning this procurement process, including, modifications of the
