Eligibility of Bidders:   6.1 Technical Experience

6.1.1 The bidder must have successfully executed one sub-station or switchyard of 110/132 kV class or above having at least 2 (two) circuit breaker bays during last 10 years as on the date of bid opening and which must be in satisfactory operation for at least 2 (two) years as on the date of bid opening, provided

6.1.1.1 the 220kV class Circuit breaker and Power Transformer being offered are from manufacturer(s) who have designed, manufactured, type tested and supplied the respective equipment (s) of 220kV or above class which must be in satisfactory operation for at least 2 (two) years as on the date of bid opening.

OR

6.1.1.2 the 220kV class Circuit breaker and Power Transformer being offered are from manufacturer(s) who have an established production line for these equipments, based on technological support and license of a parent company or collaborator for the respective equipment(s) can also be considered provided that

(I) Such manufacturer(s) has/have designed, manufactured, type tested and supplied 220kV or above class respective equipment(s).

(II) the parent company (Principals) or collaborator (s) meets qualifying requirements stipulated for under clause 6.1.1.1 mentioned above; and

(III) the 220kV class Circuit Breaker and Power Transformer manufacturer(s) furnishes

(a) a legally enforceable undertaking (jointly with the parent company or collaborator) to guarantee quality, timely supply, performance and warranty obligations as specified for the equipment(s);

6.1.2 For the purpose of qualifying requirement, one no. of circuit breaker bay shall be considered as a bay used for controlling a line or a transformer or a reactor or a bus section or a bus coupler and comprising of at least one circuit breaker, two disconnectors and three nos. of single phase CTs / Bushing CTs.

6.2 FINANCIAL POSITION:

For the purpose of this particular bid, bidders shall meet the following minimum criteria:

(a) Minimum Required Annual Turnover* (MAT) for the successful bidder in any one of the last five financial years of the bidder should be US $ 10 million or Afghani 500 million or equivalent .

* Note- Annual total income as incorporated in the profit and loss account

(b) Bidder shall have liquid assets (L.A.) or/and evidence of access to or availability of credit facilities of not less than US $ 3 million or Afghani 150 million or equivalent

• In case the bidder is a holding company, MAT & LA referred to in clause 6.2 (a) & (b) above shall be that of the holding company only (i.e. excluding its subsidiary / group companies). In case the bidder is a subsidiary of a holding company, MAT & LA referred to in clause 6.2 (a) & (b) above shall be that of the subsidiary company only (i.e. excluding its holding company).

6.3 JOINT VENTURE BIDS

6.3.1 In case a bid is submitted by a Joint Venture (JV) of two or more firms as partners, joint venture must comply the following minimum criteria as per 6.3.1.1.

6.3.1.1 i) The lead partner shall meet, not less than 40% of the minimum criteria given at para 6.2 (a) & (b) and 100% of criteria given at 6.1.1, above.

ii) Each of the other partner(s) shall meet,

a) not less than 25% of the criteria given at 6.2 a) & (b) above.

b) Further, each of the other partner(s) must have successfully executed at least one circuit breaker bay of a substation or switchyard of 110/132kV class or above during last 10 years as on the date of Bid opening and, which must be in satisfactory operation for at least two (2) years as on the date of Bid opening OR must have designed, manufactured, type tested and supplied 220kV or above class Power transformer or Circuit Breaker which must be in satisfactory operation for at least two (2) years as on the date of Bid Opening.

6.3.2 The joint Venture must satisfy collectively the Criteria of clause 6.2 above for which purpose the relevant figure of average annual turnover and liquid assets / credit facilities for each of the partners of the JV shall be added together to arrive at Joint Venture total capacity.

6.3.3 One of the partners shall be nominated as Lead Partner, and the Lead Partner shall be authorized to incur liabilities and receive instructions for and on behalf of any and all partners of the Joint Venture, and the entire execution of the Contract shall be done with the Lead Partner and payment under the contract shall be received by the Lead Partner on behalf of the Joint Venture as per power conferred to him in the Power of Attorney. The authorization shall be evidenced by submitting a Power of Attorney signed by legally authorized signatories of all the partners as per Pro Forma enclosed in Section – VII: Forms and Procedures, Vol.-III of the Bidding Documents. The payment under the Contract can also be received by other partner(s) based on authorization of Lead Partner.

6.3.4 All partners of the joint venture shall be liable jointly and severally for the execution of the Contract in accordance with the Contract terms and a copy of the agreement entered into by the joint venture partners having such a provision shall be submitted with the bid.

A statement to this effect shall be included in the authorisation mentioned under (a) above as well as in the Bid Form and in the Contract Form (in case of a successful bid);

6.4 The bidder shall have a project manager with 15 years experience in executing contracts of a comparable nature including not less than five years as manager.

6.5 The bidder shall furnish documentary evidence in support of the qualifying requirement stipulated as above. The details shall be provided in the form of Project Data Sheets, in the format attached in Annexure B of the BDS.

INVITATION FOR BIDS

KABUL - AYBAK - MAZAR-E-SHARIF POWER PROJECT

Supply and Installation of
220/20 kV Aybak Sub-Station (New) and Bay Expansion Work at 220/20 kV Mazar-e-Sharif Sub-Station (Existing) in Afghanistan (MEW/S-503)

1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business issue No. 712 of 16 October 2007.
2. The Ministry of Energy and Water, Islamic Republic of Afghanistan has received a grant from the Afghanistan Reconstruction Trust Fund (ARTF) of an amount of US$57 million and it intends to apply part of the proceeds of this grant to payments under the contract for Supply and Installation of 220/20 kV Aybak Sub-Station (New) and Bay Expansion Work at 220/20 kV Mazar-e-Sharif Sub-Station (Existing) in Afghanistan (MEW/S-503).
3. The scope of facilities in the Contract may get extended to include the Supply and Installation of any additional new 220/20 kV Substation(s) and/or any additional bay expansion work at any existing Substation(s) in any cities in Afghanistan as required during implementation based on the need, availability of funds and performance of the Contractor.
4. The Ministry of Energy and Water now invites sealed bids from eligible bidders for Supply and Installation of 220/20 kV Aybak Sub-Station (New) and Bay Expansion Work at 220/20 kV Mazar-e-Sharif Sub-Station (Existing) in Afghanistan (MEW/S-503). The works broadly include;

i) Supply and Installation of new 220/20 kV Substation at Aybak with the provision of following bays:

a) 220kV bays for termination of LILO of first circuit of Pul-e-Khumri - Naibabad 220kV D/C line
b) 220kV bay for 1no, 220/20kV, 16 MVA Power Transformer.
c) 20kV Indoor switchgears for 4 nos. line feeders and 2 nos. for 100KVA, 20/0.433kV LT Transformer
d) 20 kV D/C line of approximately 4 KM

ii) Supply and Installation of extension of 220/20 kV Substation at Mazar-e-Sharif with the provision of following bays:

(a) 220kV bay for 1 no, 220/20kV, 50 MVA Power transformer.
(b) 20kV Indoor switchgears for 5 nos. line feeders

5. Bidding will be conducted through the International Competitive Bidding procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits (current edition) and is open to all bidders from eligible source countries as defined in the guidelines.
6. The qualification requirements are as follows:
6.1 Technical Experience

6.1.1 The bidder must have successfully executed one sub-station or switchyard of 110/132 kV class or above having at least 2 (two) circuit breaker bays during last 10 years as on the date of bid opening and which must be in satisfactory operation for at least 2 (two) years as on the date of bid opening, provided

6.1.1.2 the 220kV class Circuit breaker and Power Transformer being offered are from manufacturer(s) who have an established production line for these equipments, based on technological support and license of a parent company or collaborator for the respective equipment(s) can also be considered provided that

7. Interested eligible bidders may obtain further information from SMEC International Pty. Ltd. and inspect the bidding documents at the address given below from 0800 to 1600 hrs Saturday to Wednesday 0800 to 1200 hrs on Thursday.
8. A complete set of bidding documents in English may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a nonrefundable fee of 15,000 Afghani or US$300. The method of payment will be by deposit of the non-refundable fee to the SMEC bank account as specified below, or by cash at the address indicated in paragraph 8, prior to dispatch of documents.

9. Bids must be delivered to the address below at or before 1300 hrs on 17th May 2008 (month) 2008. All bids must be accompanied by a bid security of Afghani 13 million or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 1300 hrs on 17th May 2008.
