II.1.4) Short description of the contract or purchase(s): The study will
focus on assessing recent and future mobility from the EU-8 Member States
to the EU-15 Member States, from the EU-2 Member States to the EU-25
Member States and from the candidate countries to the EU-27 Member States.
Firstly, it will aim at assessing the functioning of the transitional
arrangements, the impact of enlargement and effects of workers mobility
from the EU-8 and EU-2 Member States on the economy, labour markets and
social situation in the EU, including country-specific assessments.
Secondly it will estimate the mobility potential from the EU-8 and EU-2
Member States and candidate countries.
In particular, the objectives are to:
— collect and update empirical evidence on mobility flows from EU-8 and
EU-2 Member States and candidate countries to the EU Member States,
— review literature and develop a methodology for evaluation of the
economic and social impact of these flows and of the role of the
transitional arrangements,
— based on the proposed methodology evaluate the functioning of the
transitional arrangements, the impact of enlargements and increased
mobility on the economy and labour markets of the EU Member States,
— prepare country case studies with more detailed specific descriptions
and assessments,
— review complementary literature on estimation of migration potential and
critically assess methodological approaches,
— based on the selected approach estimate potential mobility flows from
the EU-8 and EU-2 Member States and candidate countries to the EU Member
States.
The outcome of the study is intended to serve as an analytical basis for
the Commission's preparation of the report required by the 2005 Accession
Treaty concerning transitional arrangements for workers from Bulgaria and
Romania, and for other potential reports requested by Member States.
