1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business on-line on 21 Sep.2005 and in Dg Market on 19 Sep. 2005
2. The Islamic Republic of Iran has received a loan from the International Bank for Reconstruction and Development (IBRD) towards the cost of Northern Cities Water Supply and Sanitation project and it is intends to apply part of the proceeds of this loan to payments under the contract RW1/08 for construction of Rasht Water Distribution System in Guilan Province.

3. The Guilan Water and Wastewater Company now invites sealed bids from eligible and qualified bidders for the construction and completion of Rasht Water Distribution System under contract RW1/08 in four lots as follow:
- Lot 1: Zone “A5” about 113km pipe laying with diameter of 110mm up to 315mm polyethylene pipes, installation of relevant valves and construction of valve chambers
- Lot 2: Zone “A6” about 153km pipe laying with diameter of 110mm up to 400mm polyethylene pipes, installation of relevant valves and construction of valve chambers
- Lot 3: Zone “A7” about 54km pipe laying with diameter of 110mm up to 315mm polyethylene pipes, installation of relevant valves and construction of valve chambers
- Lot 4: Zone “A8” about 148km pipe laying with diameter of 110mm up to 350mm polyethylene pipes, installation of relevant valves and construction of valve chambers
The construction period for lot 4 is 16 months and the other lots are 24 months, all of which must be constructed in parallel times with each other.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the Bidding Documents. Bidders may bid for one or several lots, as further defined in the bidding document.

6. Qualifications requirements include:
-The minimum required annual volume of construction work for the successful Bidder in average of the last five successive years should be:
• For Lot 1: 5.65 million USD (Five million six hundred fifty thousand USD)
• For Lot 2: 5.6 million USD (Five million six hundred thousand USD)
• For Lot 3: 3.6 million USD (Three million six hundred thousand USD)
• For Lot 4: 6.9 million USD (Six million nine hundred thousand USD)
- Participation as contractor, management contractor, or subcontractor, in at least two (2) contracts within the last six (6) years, each with a value of at least:
• For Lot 1&2: 4.7 million USD (Four million seven hundred thousand USD)
• For Lot 3: 1.8 million USD (One million eight hundred thousand USD)
• For Lot 4: 5.7 million USD (Five million seven hundred thousand USD)
-Iranian bidders should have at least grade Three for Lot 3 and grade Two for other Lots in water sector according to the grade classification of Strategic Planning & Control authority.
-A margin of preference for eligible national contractors/joint ventures shall not be applied.
7. A complete set of bidding documents in English and Farsi may be purchased by interested bidders on the submission of a written application to the (state the address) and upon payment of a non-refundable fee of IRR 3,000,000 (Three million Iranian Rials) or 330 USD (Three hundred thirty USD) for each lot. The method of payment will be cash or direct deposit to account number 982-4 Mellat Bank Madar sq. Mirdamad Tehran, branch No.6507/8 in name of IRANAB Consulting Engineers, for local currency, and account number 4300373 Melli Iran Bank Kashef Tehran, branch No.1551 in name of Reza Hodjreh for USD. The Bidding Documents will be sent by airmail for oversea delivery, courier for local delivery, or may be picked up at address above on interested bidder’s discretion.
8. Bids must be delivered at or before 10:30am of 19 May 2008 to Contract Affairs Bureau 2nd floor of main building of Guilan Water and Wastewater Co. next to Ghods Park, Hafez st. Rasht, Guilan Province, Islamic Republic of Iran, Tel.: +98-131-3221025-7, and shall be valid for a period of 90 days after bid opening. Electronic bidding shall not be permitted. Late bids will be rejected. Bids will be opened physically in the presence of the bidders’ representatives who choose to attend in person at the Conference hall, 3rd floor of main building of Guilan Water and Wastewater Co. next to Ghods Park, Hafez st. Rasht, Islamic Republic of Iran at 11:00 am of 19th, May 2008.

9. All bids shall be accompanied by a bid security as follow:
- For Lot 1: zone “A5”: 550,000,000 IRR (Five hundred fifty million IRR) or 60,000 USD (Sixty thousand USD)
- For Lot 2: zone “A6”: 550,000,000 IRR (Five hundred fifty million IRR) or 60,000 USD (Sixty thousand USD)
- For Lot 3: zone “A7”: 250,000,000 IRR (Two hundred fifty million IRR) or 27,000 USD (Twenty seven thousand USD)
- For Lot 4: zone “A8”: 670,000,000 IRR (Six hundred seventy million IRR) or 73,000 USD (Seventy three thousand USD)
The above-mentioned securities may be its equivalent in a convertible currency at the selling exchange rate on 12 May 2008 published by Central Bank of Islamic Republic of Iran.
The bid security should be in the form of a bank security or certified cheque in the name of the employer. If the institution issuing the security is located outside the country of the borrower, it shall have a correspondent financial institution located in the country of borrower to make it enforceable
