The U.S. Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB), intends to negotiate a competitive contract for the construction of three equipment shelters, installation of Radio Frequency (RF) transmission line, and related tasks for a new Medium Wave (MW) three-tower antenna array at the IBB transmitting station in Kuwait. The Contractor shall be responsible for performing all necessary work, including, but not limited to: preparation of design drawings to satisfy the strict dimensional requirements of the antenna tuning equipment construction of three equipment shelters, including HVAC, lighting, and power distribution routing of power and control and monitoring cables to the equipment shelters installation of RF transmission lines from an existing transmitter building to the equipment shelters using Government-furnished structural supports and transmission line materials, under the supervision of the transmission line supplier and installation of antenna ground screens using Government-furnished materials. The Contractor shall provide all site supervision (except for the transmission line installation, as noted above), skilled and unskilled labor, materials and supplies not furnished by the Government, and tools and equipment required to complete these tasks. The total estimated construction price range to accomplish the above work is between 250,000 and 500,000. The proposed period of performance of this work requires completion within 180 calendar days from issuance of the Notice-to-Proceed. Contractors should note that, pursuant to FAR Subpart 28.102, Performance and Payment Bonds are required. However, the BBG/IBB will accept an Irrevocable Letter of Credit from a US Embassy approved bank in lieu of Bonds. The contractor may visit the Kuwait Transmitting Station to verify local conditions. Pursuant to FAR Subpart 15.304, Offerors are hereby notified that the basis for award will include: (1) technical evaluation factors (i.e., technical approach, experience, and management approach) (2) price evaluation and (3) past performance - with all non-price evaluation factors (technical and past performance), when combined, being equal to cost or price. The North American Industry Classification System Code (NAICS) for this procurement is 238990 (Other Speciality Trade Contractors) and the small business size standard is 12.0m. The Government does not intend to award a contract on the basis of this notification or otherwise pay for information or inquiry. Offerors are advised that any questions or clarifications desired by an Offeror shall be submitted to the Contracting Officer in writing, within the date to be specified in the forthcoming Solicitation. All requests and any questions regarding this request shall be submitted via email or facsimile to Mr. Mathew Thomas at the IBB transmitting station in Kuwait, mthomas@kuw.ibb.gov, or via fax to 965-456-2754 within 15 days of release of the forthcoming Solicitation. Telephone responses of a firms interest, capabilities, and pertinent experience will not be accepted by the BBG. All responsible sources may submit a written proposal to the Contracting Officer at the Kuwait Transmitting Station in response to the forthcoming Solicitation document referenced herein, and all proposals shall be considered by the Agency. This public notice is not a RFP, IFB, or RFQ.
