The Department of Homeland Security, Transportation Security Administration (TSA) intends to solicit industry to provide specialized security training (SST) services such as security screening, fire arms training, inspector, perimeter security, interviewing techniques, fraudulent document identification, etc. The solicitation will be conducted as a full and open competition. As a result of the solicitation, an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for commercial services is anticipated. At time of award the government intends to issue the first Task Order for the Office of Operational and Technical Training (OTT). A single award will be made to the responsive and responsible Offeror, whose proposal, conforming to the solicitation, will meet the Government's requirements and offers the best value to the Government.
The contractor will be required to provide training solutions, alternative processes and various learning strategies that will lead to optimized use of resources, throughput and successful training outcomes for a geographically dispersed and varying workforce. Specifically, the contractor shall provide a full range of specialized security training and related support services to security personnel in a dynamic and evolving environment in the following areas for SST 1) curriculum design, development and maintenance 2) delivery, instruction and evaluation of curriculum 3) program operations support (coordination, scheduling, tracking of employee training) 4) program management, logistics and integration support services and 5) other training methods such as school house management and satellite training network support.
The term of the contract will be a one-year base contract with four one-year options for a total term, if all options are exercised, of five years. The Government anticipates posting a Draft RFP on or about March 3, 2008 on FedBizOpps. Interested vendors will be encouraged to provide questions, comments, and/or feedback regarding the Draft RFP. Additional information will be provided at the time of posting. The Government anticipates a final solicitation for this requirement will be posted on or about April 22, 2008 on FedBizOpps. All responsible sources may submit a proposal for consideration once the solicitation is posted.
