The Government of Grenada has received a loan from the International
Bank for Reconstruction and Development in the amount of USD 1,140,000
equivalent, and has received a credit from the International
Development Association in the amount of USD 2,660,000 equivalent
toward the cost of the Emergency Recovery Project, and it intends to
apply the proceeds of this funding to payments for goods, works,
related services and consulting services to be procured under this
project. Bidding for contracts financed by the International Bank for
Reconstruction and Development and International Development
Association will be governed by the procurement rules of the World
Bank.

The proposed project aims to assist the OECS member state of Grenada
in its effort to reestablish and secure the productive capacity of the
tourist sector in the aftermath of September the 11 terrorist attacks
in the US. To this end, the project would support (a) expansion of
tourism promotion through 2002 by way of a regional campaign; (b)
maintenance of critical fuel imports necessary to keep tourism-related
facilities operational during the recovery period; (c) additional
enhancements to port and airport security, necessary to maintain
secure transportation linkages to major markets and to preserve the
sub-region's image as a safe tourist destination; and (d) further
improvements to the administration of off-shore financial and business
services in line with recent international agreements. In support of
the above program, Bank assistance will consist of a lending operation
with the following objectives: (i) to help safeguard and maintain the
productive capacity of the tourist sector in the aftermath of the
September 11 terrorist attacks in the US; (ii) to enhance security at
key airport and seaport facilities in line with emerging international
standards with the aim of preventing further acts of terrorism and
safeguarding the sub-region's image as a safe tourist destination; and
(iii) to strengthen the country's institutional capacity to adopt,
develop and implement security plans, procedures and measures as
mandated by international civil aviation and maritime transport
regulatory agencies.

The project will include the following goods, works and services:

- civil works (Works for complete or part construction and civil
engineering work)
- (i) a package of two ID badging/tracking system that will
automate the issuance, tracking and cancellation of IDs for
personnel at the Point Salines International Airport and the Port
of St. George; (Security systems)
- (ii) a package of baggage screening devices comprising
approximately two dual scanners for checked baggage, five
screeners for carry-on baggage as well as five walk-through metal
detectors including seven uninterrupted power system units and
some twenty handheld metal detectors; (Security screens)
- (iii) twenty additional cameras, five monitors and two VCRs,
enabling greater surveillance coverage at the airport and seaport
of Grenada; (Video-surveillance system)
- (iv) two electronic snifters for Chemical and Explosive
detection (Explosives detection system)
- (v) one electronic gate at the Port of St. George; (Gates)
- (vi) a package of eight hand-held communication units along with
one repeater unit and two vehicle mounted units; (Communications
equipment)
- (vii) One four-wheel drive sport utility vehicles to enable
patrol at the airport terminal (Utility vehicles)
- (i) engineering design and supervision for the civil works
components; (Engineering design services for the construction of
civil engineering works)
- (ii) the hiring of consulting firms or individuals for the
design and implementation of a security training program for the
airport and port personnel; (Training programme services)
- (iii) technical assistance for the review of institutional and
regulatory issues related to the effective implementation of
enhanced security measures; (Technical assistance services)
- (iv) the hiring of procurement and or accounting assistants for
the strengthening of the existing Project Coordination Unit and
the OECS Civil Aviation Directorate; (Procurement consultancy
services)
- (v) the hiring of auditors to perform technical and financial
audits (Auditing services)

The civil works will consist of: (i) the erection of approximately 2
miles of ICAO-compliant perimeter fencing at Point Salines
International Airport; (ii) modification of the existing East Wing of
the Departure Terminal to accommodate insertion of a double
checked-bag screening point.

Procurement of contracts will be conducted through the procedures
specified in Procurement under IBRD Loans and IDA Credits[1] of the
World Bank, and is open to all bidders from eligible source countries
as defined in the guidelines. Consulting services will be selected in
accordance with Selection and Employment of Consultants by World Bank
Borrowers[2] of the World Bank.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market.
