The Government of the Commonwealth of Dominica has received a loan
from the International Bank for Reconstruction and Development in the
amount of USD 960,000 equivalent, and has received a loan from the
International Development Association in the amount of USD 2,240,000
equivalent toward the cost of the Emergency Recovery Project, and it
intends to apply the proceeds of this funding to payments for goods,
works, related services and consulting services to be procured under
this project. Bidding for contracts financed by the International Bank
for Reconstruction and Development and International Development
Association will be governed by the procurement rules of the World
Bank.

The overall development objective of the project is to foster recovery
from the fallout of the events of September 11, 2001 and aims in
particular at creating the enabling conditions for recovery by
enhancing security arrangements at airports and seaports in the
Commonwealth of Dominica in order to secure transportation linkages to
and from major markets. Specifically, the project will finance civil
works, equipment, technical assistance and project management support
to strengthen security arrangements at the Country’s airports and
cruise terminals.

The project will include the following goods, works and services:

- civil works (Works for complete or part construction and civil
engineering work)
- (i) a package of one ID badging/tracking system that will
automate the issuance, tracking and cancellation of IDs for
personnel at the Dominica’s airports; (Security equipment)
- (ii) a package of baggage screening devices comprising one dual
scanner for checked baggage, two x-ray scanners for carry-on
baggage and two walk-through magnometers (WTM), including two
uninterruptible power system (UPS) units and ten handheld metal
detectors; (Security equipment)
- (iii) two sets of close-circuit television systems comprising
cameras, multiplexers, monitors and VCRs, enabling greater
surveillance coverage at the Melville Hall Airport and Wood Bridge
Bay Seaport; (Closed-circuit surveillance system)
- (iv) a package of three four-wheel drive sports utility vehicles
to enable patrol at the Airports and Seaport terminals, and one
small port patrol vessel for surveillance of commercial and
private vessels near cruise ships that are docked in port;

- (v) a package of two Electronic Sniffers for installation at
Melville Hall Airport and Wood Bridge Bay Seaport for detecting
the presence of chemicals and explosives, (Explosives detection
system)
- (vi) a package of smaller communication and office equipment
consisting essentially of about six handheld radio units, along
with one base units, and one vehicle-mounted unit for each airport
and the seaport (Communications equipment)
- (i) engineering design and supervision for the civil works
components; (Engineering design services)
- (ii) the hiring of consulting firms or individuals for the
design and implementation of a security training program for the
airport and port personnel; (Training programme services)
- (iii) technical assistance for the review of institutional and
regulatory issues related to the effective implementation of
enhanced security measures; (Technical assistance services)
- (iv) the hiring of an Accountant and/or administrative
assistants for the strengthening of the existing Project
Coordination Unit and the OECS Civil Aviation Directorate
(Accounting services)
- (v) the hiring of auditors to perform technical and financial
audits (Auditing services)

The civil works will consist of: (i) the erection of approximately 2.5
miles and 1.2 miles of ICAO-compliant perimeter fencing at Melville
Hall Airport and Canefield Airport, respectively; (ii) the
construction of an enclosure for baggage screening at Canefield; (iii)
the construction of an extension to house screening equipment for
checked baggage at the Melville Hall Airport, and (iv) the
construction of a perimeter roadway of approximately .4 mile
(including drainage) at Melville Hall Airport to enable security
vehicles to patrol.

Procurement of contracts will be conducted through the procedures
specified in Procurement under IBRD Loans and IDA Credits[1] of the
World Bank, and is open to all bidders from eligible source countries
as defined in the guidelines. Consulting services will be selected in
accordance with Selection and Employment of Consultants by World Bank
Borrowers[2] of the World Bank.

Specific procurement notices for contracts to be bid under
international competitive bidding (ICB) procedures will be announced,
as they become available, in the Development Gateway Market.
