This is General Procurement Notice updates that appeared in UNDB on 29.01.2007 and in dgMarket on 27.01.2007.
The Socialist Republic of Viet Nam has received a credit from the International Development Association (IDA) in an amount of US$ 70,000,000 equivalent and a grant - provided by the Government of Japan under the Japan Policy and Human Resources Development (PHRD) Fund in an amount not exceeding US$ 5,000,000 towards the cost of the Mekong Regional Health Support Project, and it intends to apply the proceeds of this credit/grant to payments for goods and related services and consulting services to be procured under this project. Bidding for contracts financed by the International Development Association and the grant will be governed by the procurement rules of the World Bank.
The objective of the project is to improve health services in the Mekong region and to enhance access to and coverage of these services, especially for the poor through: (i) strengthening the health financing policy framework and increasing the financial accessibility of health services for the poor and near-poor; (ii) improving the availability and quality of curative care, including responsiveness to changing disease patterns; (iii) increasing the capacity of preventive health activities; and (iv) building the capacity of the health workforce. The project therefore blends support for demand for health care services among the poor and near poor with outlays that address supply-side opportunities and needs while building physical and human resource capacity.
The main project components are: (i)Protecting the Poor and Near-Poor: This component aims to support the central and provincial government efforts to ensure access to health care services for poor and near-poor households, (ii) Curative Care Quality and Capacity: This component aims to improve the quality and capacity of hospital services in the Mekong region, (iii) Preventive Health: This component helps build the capacity of the region’s preventive health system to address long-standing and emerging infectious disease threats as well as new health challenges arising from economic growth in the region, (iv) Human Resources Development: This component aims to improve the capacity of the health workforce to deliver quality health services, especially for the poor and near-poor, (v) Project Management, Monitoring and Evaluation: This component will support the establishment and operation of the Central Project Management Unit (CPMU), Local Project Management Units (LPMUs), and Regional Advisory Committee (RAC)
Procurement include Goods (medical and lab equipment, ambulances, office equipment, and HIS system hardware) and Consulting service.
Procurement of contracts financed by the credit/grant will be conducted through the procedures specified in the Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004) of the World Bank, and is open to all bidders from eligible source countries as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May, 2004) of the World Bank.
Specific procurement notices for large consultant contracts and goods contracts to be procured under international competitive bidding (ICB) procedures will be announced, as they become available, in the Development Gateway’s dgMarket, UN Development Business online and in local newspapers.
