SECTION II: OBJECT OF THE CONTRACT
II.1) DESCRIPTION
II.1.1) Title attributed to the contract by the contracting authority:
Diesel Power Station and Distribution Works.

Realisation, by whatever means of work, corresponding to the requirements
specified by the contracting authorities.
Main site or location of works: Gibraltar.

II.1.5) Short description of the contract or purchase(s): Design and
construction of a new 72 MW (nominal) medium speed diesel power station,
electrical distribution centre, extensions to the electricity distribution
system and installation of a new SCADA system.

II.2) QUANTITY OR SCOPE OF THE CONTRACT
II.2.1) Total quantity or scope: The scheme consists of a new medium
speed diesel power station of nominal capacity 72 MW comprising 9
generating units of output 8 MW(e) (nominal) each, operating on diesel
oil, to be located at the site known as Lathbury Barracks Parade Ground at
the southern end of Gibraltar, a new electricity distribution centre on
the eastern side of Gibraltar, distribution cabling and ducts in order to
interconnect the new power station, the new electricity distribution
centre and the exisitng electricity distribution network, modifications to
exisiting switchgear to enable the tie-in of the new facilities and a new
SCADA system for control and monitoring of the electricity distribution
system. The scheme also includes the provision of the necessary
infrastructure for the unloading and transfer of fuel from a point remote
from the power station site. The scheme is to be designed in accordance
with relevant British and European Standards and shall comply with
relevant European and Gibraltar legislation and requirements. The scope of
the works includes the design of the scheme, manufacture, factory testing,
supply, delivery, construction, testing, commissioning, handover and
maintenance period including but not limited to the following main
elements: geotechnical investigations, enabling works, earthworks,
foundation, retaining structure, building structures, diesel generators,
auxiliary equipment, exhaust stacks, electrical equipment and switchgear,
fuel unloading, storage and transfer facilities, selective catalytic
reduction equipment, electrical switchgear and controls, drainage works,
road works and signage, temporary traffic management required to
facilitate the works.

II.3) DURATION OF THE CONTRACT OR TIME-LIMIT FOR COMPLETION: Duration in
months: 24 (from the award of the contract).
SECTION III: LEGAL, ECONOMIC, FINANCIAL AND TECHNICAL INFORMATION
III.1) CONDITIONS RELATING TO THE CONTRACT
III.1.1) Deposits and guarantees required: Tender bond, performance
security (demand guarantee), damages for late completion and for
guaranteed performance. Collateral warranties may also be required.
III.1.2) Main financing conditions and payment arrangements and/or
reference to the relevant provisions regulating them: Terms of payment
will be strictly in pounds sterling (GBP) and as contained in the contract
documents. Lump sum contract with milestone payments.

whom the contract is to be awarded: Joint ventures as contained in the
Invitation for Pre-qualification document.

III.2) CONDITIONS FOR PARTICIPATION
III.2.1) Personal situation of economic operators, including requirements
relating to enrolment on professional or trade registers: Information and
formalities necessary for evaluating if requirements are met: 1.
Certificate of enrolment in the professional or trade register under the
conditions laid down by the laws of the Member States in which the
economic operator is established. 2. Certificate issued by the relevant
competent authorities, attetsing that the contractor has fulfilled his
obligations relating to the payment of social security contributions and
taxes.
III.2.2) Economic and financial capacity: Information and formalities
necessary for evaluating if requirements are met: 1. Audited accounts
(including balance sheets) for the last three years. 2. A statement of the
overall turnover of the business of the contractor in respect of similar
works undertaken in the three previous financial years.
III.2.3) Technical capacity: Information and formalities necessary for
evaluating if requirements are met: 1. Succesful experience in the
execution of at least four assignments of a similar nature and complexity
comparable to the proposed project activity completed within the last five
years. 2. Proven operational experience for the main items of proposed
plant.
