CONSULTANT SERVICES
FOR A RESULTS-FOCUSED ROAD SAFETY PROJECT

Loan No. 4850-ALB and Credit No. 4262-ALB

Expressions of Interest

This request for expressions of interest follows the general procurement notice for this project that appeared in UN Development Business: Dg – market online dated 22nd February 2007 and updated 3rd March 2007.

The Government of Albania has received a credit from the International Development Association (IDA) and a Loan from International Bank for Reconstruction and Development (IBRD), and intends to apply part of the credit proceeds to make payments under the contract for the Consulting Services for a result-Focused Road Safety Project.

The primary objective of the assignment is to provide technical assistance to the Government of Albania in strengthening its road safety management capacity and developing a comprehensive road safety strategy.

The secondary objectives are to:

• Consolidate the establishment of the Ministry for Transport (MPWTT) as the lead road safety agency and agree its role and the role of other road safety agencies, and consolidate revised IRSC arrangements;

• Build capacity within the key road safety agencies for achievement of accountable performance over the medium to long term;

• Upgrade / improve existing road crash data bases and access to licensing/ vehicle registration data bases;

• Agree and measure intermediate indicators of road safety performance on the network;

• Plan a first stage multi – sectoral pilot project on the Tirane – Durres Road, including a road safety audit of the road and make application to international donor organizations for funding for future implementation of the pilot; and

• Develop an initial draft 5 year road safety strategy for Albania, taking account of the Sweroads Action Plan.

The project is expected to be undertaken within 18 months since the contract signing.
The overall detailed project elements, indicating in - country support required, are set out below in the following tasks:

1. Strengthen the Road Safety Management capacity of the Ministry of Public Work, Transport and Telecommunications as the lead agency on road safety in the country and improve coordination.

2. Strengthen the capacity of the Road Directorate.

3. Provide support and capacity strengthening to the related agencies(Ministries of Interior, Health and Education).

4. Upgrade / improve existing road crash data bases and access to licensing/ vehicle registration data bases.

5. Provide support in development of appropriate intermediate indicators of road safety performance on the network and measuring them.

6. Provide support for the Pilot Project in a higher risk corridor Tirane – Durres.

7. Provide support in development of the national strategy.

8. The Consultant is expected to prepare and conduct a series of workshops for key road safety stakeholders’ staff (Separate and combined sessions), which will provide necessary training and provide forum for discussions of the development of strategy, targets, indicators, interventions, etc.

The Ministry of Public Works, Transport and Telecommunications (General Roads Directorate) as the beneficiary for the Credit, through the Projects Implementation Team now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

A consultant will be selected in accordance with the QCBS procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004.
